Communications: Integrated Campaign

Recognizes an HFA for a comprehensive, multi-channel campaign that takes place over an extended period of time to promote a specific message, program, or project. The campaign will include a combination of tactics and channels (e.g., print, digital, social, multimedia).

Judging Criteria

Communications entries will be judged on the degree to which they:

  • Are replicable
  • Engage targeted audiences
  • Achieve measurable results
  • Provide benefits that outweigh costs
  • Demonstrate effective use of resources
  • Achieve strategic objectives

Delaware State Housing Authority:
Unhoused, Not Unheard

The Delaware Interagency Collaborative to End Homelessness represents the first coordinated statewide effort, created under Gov. Matt Meyer, to strengthen Delaware's homelessness response system. As leaders of the Collaborative, DSHA knew we needed a strong education and outreach campaign to explain the issues surrounding homelessness to the general public and to ensure that we gathered voices of those who experienced housing instability. The goal: focus on what's being done and what's needed.

Georgia Department of Community Affairs/Georgia Housing and Finance Authority:
Community Assistance through Data on Housing Development Need

The Georgia Department of Community Affairs (DCA) recognized a need for a housing data tool that is both easily accessible and actionable for all community stakeholders. DCA embraced this challenge to turn a multitude of data into a usable, accessible, and engaging tool for the agency’s wide variety of partners, including local leaders, non-profits, and statewide officials.

Idaho Housing and Finance Association:
Mortgages Aren’t Scary

The homebuying process can be daunting for a first-time homebuyer. Idaho Housing and Finance offers the loan products that can put these buyers’ minds at ease, but we have to get the word out. For 2025, we wanted our marketing campaign to be memorable, while educating Idahoans that the programs IHFA offers can help them buy a home for less than they probably imagined. The message? “Mortgages Aren’t Scary.”

Iowa Finance Authority:
Iowa Finance Authority Influencer Program

This Influencer Program did just that: 37 paid storytellers, hundreds of pieces of content, meaningful cost savings, and the single-best marketing ROI to the agency’s bottom line in its history. Built to influence far beyond one campaign, it also includes a step-by-step toolkit other HFAs can use to replicate the model.

North Carolina Housing Finance Agency:
Policy Matters: An Integrated Campaign

The Policy Matters Blog campaign was developed in-house with a dedicated partnership between the Policy and Research business group and the PR, Marketing and Communications business group. By revamping an existing policy blog effort and dedicating a specific integrated communications campaign to promote it, the campaign provided an avenue for renewed efforts to keep North Carolinians, legislators, researchers and others up to date on research and policies impacting affordable housing in NC.

Ohio Housing Finance Agency:
Securing the Future of Homebuyer Assistance in Ohio

Over the last three years, the housing market in Ohio has been competitive with potential homebuyers facing higher interest rates and limited housing inventory. These conditions increased the use of the Ohio Housing Finance Agency’s homebuyer assistance programs. In the spring of 2025, the OHFA Board made the decision to reduce the amount of DPA the Agency would offer. The Public Affairs and Single Family Housing teams developed a plan to educate the public and stakeholders on the changes.

Oregon Housing and Community Services:
ReOregon Disaster Recovery and Resilience Communications Campaign

In 2020, Oregon was hit with unprecedented wildfires that destroyed thousands of homes. In response, the federal government allocated $422 million in disaster recovery funding to help the state rebuild. Oregon Housing and Community Services launched a comprehensive communications strategy featuring a dedicated website, videos, social media, public service announcements, program resources, press releases, survivor spotlights, and more to promote and support the recovery effort known as ReOregon.

Pennsylvania Housing Finance Agency:
LISTEN UP! Master Your Money Podcasts

The Pennsylvania Housing Finance Agency’s extensive library of financial education podcasts allows the agency to expand the reach and depth of its financial education programming in a widely accessible, easily digestible and engaging format. Since 2019, the podcasts have been promoted thru multiple channels, single and multi-family portfolios, partnerships and stakeholders to help Pennsylvania renters, homebuyers and homeowners master their money.

Virginia Housing:
Housing Essentials

Virginia Housing’s Free Homebuyer and Renter Education courses empower consumers across the Commonwealth to feel confident in their housing journey. Attendees receive handbooks each containing hundreds of pages of invaluable information.
