Campaigns, Coalitions, and Task Forces

NCSHA is a proud member of the following organizations that support affordable housing through education, policy development, and advocacy.

ACTION Campaign

A national grassroots coalition of more than 2,400 national, state, and local organizations, the Affordable Rental Housing ACTION (A Call to Invest in Our Neighborhoods) Campaign focuses on ensuring that low-income working families throughout the nation have access to decent, safe, and affordable rental housing. The mission of the ACTION Campaign is to protect, strengthen, and expand the Housing Credit and preserve multifamily Housing Bonds. In addition to co-chairing the ACTION Steering Committee, NCSHA leads the ACTION Legislative Committee.

The Black Homeownership Collaborative

The Black Homeownership Collaborative is a coalition of more than 100 organizations and individuals, including NCSHA, committed to creating 3 million net new Black homeowners by 2030 through an ambitious 7-point plan and 3by30 initiative. The Collaborative is led by a steering committee of executives from the Mortgage Bankers Association, NAACP, National Association of REALTORS®, National Association of Real Estate Brokers, National Fair Housing Alliance, National Housing Conference, National Urban League, and Urban Institute. It has identified seven areas requiring attention to make its goal possible within nine years: 1) homeownership counseling; 2) down payment assistance; 3) housing production; 4) credit and lending; 5) civil and consumer rights; 6) homeownership sustainability; and 7) marketing and outreach. Among the actions called for by the group are increased funding for housing counseling services, a targeted down payment assistance program, and restoration of all legal doctrines and provisions of law that address systemic discriminatory policies.

Campaign for Housing & Community Development Funding

The Campaign for Housing and Community Development Funding (CHCDF) is an education, strategy, and action hub for national organizations dedicated to adequate federal housing and community development funding for lower-income families and communities. In addition to being a member, NCSHA serves on the steering committee to develop and advance CHCDF’s advocacy agenda.

CRA Working Group

NCSHA participates in the CRA Modernization Working Group facilitated by the National Housing Conference to bring together key stakeholders to identify and promote needed regulatory changes to achieve the objectives of the Community Reinvestment Act. The Working Group was established to prepare public comments on new regulations under development by the Office of the Comptroller of the Current, the Federal Deposit Insurance Corporation, and the Federal Reserve Board.

Don’t Mess with Our Bonds Coalition

The Don’t Mess with Our Bonds Coalition is composed of state and local government associations dedicated to protecting the tax-exemption for municipal bonds, including private activity housing bonds. The coalition leverages the combined resources of governmental and private stakeholders.

Fair Housing Working Group

The Fair Housing Working Group is a coalition of housing and civil rights advocates who seek to find common ground on furthering fair housing through policies that increase opportunities for minority and low-income individuals and families.

HOME Coalition

NCSHA convenes the HOME Coalition, an active association that works to increase awareness of the HOME Investment Partnerships program, emphasize its importance to the development and provision of affordable housing, and advocate for HOME funding. The coalition is composed of nearly 40 national organizations, ranging from housing developers, to advocates, and state and local government associations.

Municipal Bonds for America

Municipal Bonds for America (MBFA), a coalition of organizations representing municipal bond issuers, state and local government officials, and private bond market participants, is dedicated to preserving the tax-exemption for municipal bonds, including housing bonds. As the debate over federal tax reform has progressed, MBFA has worked to educate policymakers, the media, and the public about the important role tax-exempt municipal bonds play in supporting critical public services and to urge members of Congress to maintain the exemption for municipal bond interest.

National Supportive Housing Coalition

The National Supportive Housing Coalition is composed of housing providers, developers, and agencies; supportive service providers; statewide supportive housing coalitions; homelessness advocates; and national nonprofits dedicated to increasing the supply of supportive housing for vulnerable populations who are at risk of or experiencing homelessness.

NDD United

The NDD United Campaign gathers more than 3,000 organizations from across the nondefense discretionary (NDD) sectors to call for a balanced approach to deficit reduction. NDD United was established in response to the Budget Control Act of 2011, which placed caps on federal spending for all discretionary programs through 2021 and set the stage for sequestration starting in 2013.

Preservation Working Group

Led by the National Housing Trust and as a national coalition of housing owners, developers, tenant associations, and state and local housing agencies, the Preservation Working Group is dedicated to the safeguarding and security of multifamily housing for low-income families.

Public Finance Network

Formed in 1988, the Public Finance Network is a coalition of organizations united to preserve state and local government use of tax-exempt bonds. Members include NCSHA, the Government Finance Officers Association, National Governors Association, the Securities Industry and Financial Markets Association, and the National Association of Bond Lawyers. The Network represents the wide array of local and state government financing and infrastructure activities, including affordable housing.

Underserved Mortgage Markets Coalition

The Underserved Mortgage Markets Coalition (UMMC) consists of 23 leading U.S. affordable housing organizations seeking to hold Fannie Mae and Freddie Mac (the Enterprises) accountable to their founding purpose: to bring housing finance opportunities to American families not traditionally served by the private market. Its members include organizations with a mission of creating more affordable housing, including through energy efficiency. Most members are not-for-profit organizations. The UMMC aggregates data on Enterprise mission-oriented performance and tracks their progress at reaching underserved markets over time. The UMMC actively engages with FHFA and the Enterprises to encourage policies that promote reaching underserved markets as well as ambitious Duty To Serve plans. The Lincoln Institute of Land Policy is the convening facilitator of the UMMC.
