NCSHA-Endorsed Legislation

NCSHA’s advocacy on Capitol Hill focuses largely on bipartisan legislation to expand and strengthen the affordable housing programs HFAs rely on to advance their missions or establish new tools to address currently unmet housing needs. At the center of this work are four NCSHA-endorsed bills.

  • Affordable Housing Credit Improvement Act (AHCIA; S. 1515 / H.R. 2725): Sponsored by Senators Todd Young (R-IN), Maria Cantwell (D-WA), Marsha Blackwell (R-TN), and Ron Wyden (D-OR) and Representatives Darin LaHood (R-IL), Suzan DelBene (D-WA), Claudia Tenney (R-NY), Don Beyer (D-VA), and Jimmy Panetta (D-CA), the AHCIA would increase the supply of affordable rental housing financed with the Low-Income Housing Tax Credit (Housing Credit) and increase program efficiency by streamlining outdated requirements and removing barriers to production.

  • Affordable Housing Bond Enhancement Act (AHBEA; S. 1511 / H.R. 7414): Sponsored by Senators Catherine Cortez Masto (D-NV) and Bill Cassidy (R-LA) and Representatives Rudy Yakym (R-IN) and Gwen Moore (D-WI), the AHBEA would expand housing supply by allowing states to more efficiently utilize private activity bond authority for affordable housing and modernize the Mortgage Revenue Bond and Mortgage Credit Certificate programs so that HFAs could better help lower-income first-time buyers purchase a home and existing homeowners with critical repairs.

  • Neighborhood Homes Investment Act (NHIA; S. 1686 / H.R. 2854): Sponsored by Senators Todd Young (R-IL) and Mark Warner (D-VA) and Representatives Mike Kelly (R-PA) and John Larson (D-CT), the NHIA would establish a new tax credit modeled on the Housing Credit to build and rehabilitate for-sale affordable housing in distressed areas.

  • HOME Investment Partnerships (HOME) Program Reauthorization Bills: Affordable housing champions in Congress have introduced two separate but complementary bills that would both strengthen and modernize HUD’s HOME Investment Partnerships Program — the HOME Reform Act of 2025 (H.R. 5798) sponsored by Representatives Mike Flood (R-NE) and Emanuel Cleaver (D-MO) and the HOME Investment Partnerships Program Reauthorization and Improvement Act (S. 948 / H.R. 2031) sponsored by Senator Catherine Cortez Masto (D-NV) and Representative Joyce Beatty (D-OH).

While these four bills are at the core of NCSHA’s legislative advocacy, the organization periodically endorses other federal legislation on a case-by-case basis.
