Judging Criteria

Entries in the Advocacy category will be judged on the degree to which they:

  • Are replicable
  • Advance the overall mission of the agency

  • Anticipate, identify, and prioritize legislative issues and their potential ramifications

Colorado Housing and Finance Authority:
State Housing Tax Credit Expansion

In 2024, CHFA led advocacy e๏ฌ€orts to advance two pieces of state legislation authorizing a historic expansion of the existing Colorado state A๏ฌ€ordable Housing Tax Credit (AHTC) and creation of two new and innovative tax credits for a๏ฌ€ordable housing for low- and moderate-income Coloradans: the Transit-oriented Communities (TOC) credit and the Middle-income Housing Tax Credit (MIHTC).

Delaware State Housing Authority:
A Path Forward

Bipartisan legislation convened a 20-member task force in 2024 to assess the affordable housing landscape and identify solutions to the crisis in Delaware. The task force brought stakeholders from various sectors to the table, meeting regularly in hybrid settings to ensure public access. In April, the Affordable Housing Production Task Force released its final report, outlining nine main objectives to increase production of homes in Delaware.

Idaho Housing and Finance Association:
Idaho Housing Leads the Way in Unprecedented Investment in Affordable Housing

The Workforce Housing Fund represents a groundbreaking achievement as the State of Idahoโ€™s first-ever investment in affordable housing. This $50 million initiative, spearheaded by Idaho Housing and Finance, exceeded expectations by creating 1,156 affordable unitsโ€”15% above targetโ€”in 17 developments in 11 communities. The fund successfully leveraged each state dollar to attract an additional $7.25 from other sources to open doors for working Idahoans that earn 80 percent of AMI or less.

Kentucky Housing Corporation:
Congressional Advocacy for Addressing Kentuckyโ€™s Housing Crisis

Kentucky Housing Corporation (KHC) demonstrated advocacy leadership during the 2025 NCSHA Legislative Conference (LegCon) by implementing an innovative, data-driven approach to educate and influence congressional representatives on critical housing issues affecting the Commonwealth. KHC advanced policy objectives that will directly benefit lower-income households and address Kentuckyโ€™s growing housing supply gap.

North Carolina Housing Finance Agency:
Keeping the Door Open to the American Dream

An increase in NCHFA's Down Payment Assistance from $8k to $15k brought an unprecedented surge in mortgage production volume, and also brought NCHFA close to its statutory bond cap of $3 billion. Without legislative action, NCHFA's flagship homeownership program would be forced to close.

Wisconsin Housing and Economic Development Authority:
Getting Legislators and Their Staff on Board: Advocating for Housing Policy and Budget Priorities

WHEDA has always been a proponent of advocating for housing-related legislation and continues to expand our outreach to work in tandem with state legislators. In an effort to creatively highlight the work of Housing Finance Agencies (HFAs), WHEDA invited decision-makers to participate in a comprehensive education campaign, which included bus tours of completed affordable housing developments throughout Madison to see first-hand the impact of our endeavors.
