Alaska Housing Finance Corporation:
Integrated Program Ownership
Covid tested many of the old guard housing programs. Some held, others buckled. But a lasting lesson emerged from that era: the strength and value of Integrated Program Ownership (IPO). The pandemic programs may be history, but the integration and expansion of statewide services that were catalyzed are not. This year, AHFC convened and engaged with our pandemic housing partners to rewire and transmogrify our legacy programs through that IPO model for Alaskans.
Idaho Housing and Finance Association:
From Spreadsheets to Strategy: Real-Time Executive Dashboards Transform Operations
IHFA transformed its single-family lending operations by replacing manual, month-old Excel reporting with a real-time Power BI analytics platform. By integrating internal SQL data with external market trends, IHFA gained instant visibility into production bottlenecks and lender performance. This innovation reclaimed hundreds of staff hours and fueled market share growth through data-driven outreach, creating a highly replicable, low-cost model for operational excellence.
Illinois Housing Development Authority:
Integrated Financial Dashboard
The Illinois Housing Development Authority modernized its financial data systems by integrating multiple legacy platforms into Microsoft Azure and Power BI dashboards. This initiative eliminated data fragmentation, improved transparency, and enabled more efficient, real-time financial analysis and decision-making across multifamily and single-family financing programs.
Kentucky Housing Corporation:
Improving Efficiency and Reducing Delays in KHC’s Construction Inspection Process
In 2025, Kentucky Housing Corporation’s (KHC) Design and Construction Review Team moved to a digital inspection process using Jotform. This replaced an outdated paper workflow with a fast, efficient system for inspectors and developers. Throughout the year, KHC added features that resolved long-standing delays in inspections and mortgage closings while reducing administrative burdens on staff.
MaineHousing:
A Living Strategic Framework for Unified, Responsive Agency Operations
MaineHousing's overhauled strategic plan is a unique and dynamic operational framework. It unifies 13 departments’ work under a shared vision, mission, and core values, yet remains flexible to changing housing needs and market conditions. Insights from all levels were integrated into an instrument designed specifically for evolution and as a linear roadmap connecting each staff role to long-term goals. Key features are its rolling horizon and linked planning from the top-down and the bottom-up.
Minnesota Housing:
Turning a Liquidity Crisis into a Sustainable Future: Minnesota Housing’s Agency-Wide Transformation
Growth in funding volume across Minnesota Housing programs and low loan repayments were squeezing Minnesota Housing’s cash resources. The Agency faced a looming funding cliff that would force program funding cuts. We built an innovative financial tracking tool and adopted programmatic, funding, communication and internal systems approaches. The strategy resulted in a tool for testing major funding decisions, and dramatically boosted Agency cash and the Agency’s ability to continue its programs.
New Jersey Housing and Mortgage Finance Agency:
Multifamily and Supportive Housing Lender Development Portal
To modernize and streamline the development loan application process through a fully integrated digital platform, NJHMFA developed and launched the Multifamily and Supportive Housing Lending Developer Portal. The portal automates application intake, standardizes submission documentation, improves communication between developers and agency staff, and enables real-time tracking of project status.

As our portfolio of financed multifamily developments has grown, so too, has the complexity of managing it – requiring coordination across multiple systems that collectively support lending, asset management, and compliance monitoring throughout the full lifecycle of each transaction.
