Judging Criteria
Management Innovation entries will be judged on the degree to which they:
- Are innovative
- Are replicable
- Respond to a management challenge or opportunity
- Achieve measurable improvements in agency operations
- Provide benefits that outweigh costs
- Demonstrate effective use of resources
- Achieve strategic objectives

Florida Housing Finance Corporation:
Welcome to Florida Housing – New Employee Video
2021 saw the lowest unemployment rate in years, and yet many Americans remained jobless by choice. The COVID-19 pandemic caused people to reevaluate their work environments and as a result many employers experienced labor shortages. Recognizing the difficulty of hiring these days and wanting to showcase what makes Florida Housing Finance Corporation such a great place to work, our team decided to create a video that could show new employees what to expect on their first day and officially welcome them.
Michigan State Housing Development Authority:
Linking Creation of DEI Office and Strategic Direction Yields Significant Results
The key objective in creating the Office of Equity and Engagement was in response to employee engagement surveys where the majority of staff agreed that DEI is important; however, it was not being operationalized throughout the agency. Establishing OEE was a management innovation by using current staff with some knowledge of DEI. OEE improved internal operations by working with staff to create MSHDA’s strategic direction. It is low cost, yields high rewards, and replicable.
Minnesota Housing:
Equity and Anti-Racist Staff Training
Minnesota Housing is dedicated to becoming antiracist and contribute to equitable housing. Recognizing government’s role in creating disparities, and our Agency’s current role in making real change is critical towards becoming antiracist. At the Agency, we are challenging ourselves to not do things like we always have because it’s easy. Doing real equity work means “walk the walk”, investing in educating staff, and allowing things to move slowly and intentionally.

The Train Your Brain: Innovation for Learning in a Remote Environment training was developed to support associates in both their professional and career development and enhance our Diversity Equity and Inclusion (DEI) awareness. These major training initiatives were undertaken during a time when like so many, our organization was navigating the COVID pandemic, and the majority of associates were working remotely. We are very proud to share our methods, tools, and techniques.
