Judging Criteria
Rental Housing entries will be judged on the degree to which they:
- Are innovative
- Are replicable
- Respond to an important state housing need
- Demonstrate measurable benefits to HFA targeted customers
- Have a proven track record of success in the marketplace
- Provide benefits that outweigh costs
- Demonstrate effective use of resources
- Effectively employ partnerships
- Achieve strategic objectives

Pennsylvania Housing Finance Agency:
Census Navigation Tool
An objective of the PHFA is to ensure that residents of the state have equal access to housing opportunities regardless of race, color, national origin, religion, sex, familial status, or disability. AFHMPs help achieve that goal by identifying groups least likely to apply for housing in a market area. With AFHMPs consistently sent to the Agency with incorrect demographic data, we developed the Census Navigation Tool to help our partners identify, market to, and house those underserved groups.
