Judging Criteria
Rental Housing entries will be judged on the degree to which they:
- Are innovative
- Are replicable
- Respond to an important state housing need
- Demonstrate measurable benefits to HFA targeted customers
- Have a proven track record of success in the marketplace
- Provide benefits that outweigh costs
- Demonstrate effective use of resources
- Effectively employ partnerships
- Achieve strategic objectives

Illinois Housing Development Authority:
Compliance Connection
With consistently growing portfolio and increasing complexity of compliance and operations, IHDA began to explore new channels to make the regulatory process more efficient for both the Authority and its management partners. Since launching Credit Connection, IHDA has eliminated past delays for contingent compliance efforts. In addition, engagement with the web-based tool based on site metrics has been higher than expected and Asset Management staff have reported fewer compliance issues this year with more on-time and complete compliance submissions.
Kentucky Housing Corporation:
Innovative Way to Assess Risk of Funded Partners
Kentucky Housing Corporation is using an innovative tool to monitor funded partners and to quickly assess risk. The tool, Annual Program Compliance Report (APCR), allows the funded partners to report on their projects quickly, while maximizing information to KHC for risk assessment. Recently, KHC went a step further and made the report electronic. The electronic version is more user-friendly, and allows KHC to automate both reviewing the reports and uploading them into our data base.

Zero Energy for the Ocean State: A Multi-Agency Investment in Zero Net Energy Affordable Homes
A new multi-agency effort helps protect the environment, reduce utility costs for property owners and their tenants and provides operational benefits to property owners and managers. With the launch of our Zero Energy for the Ocean State (ZEOS) program, we are helping to support affordable housing and environmental efforts while providing operational benefits and cost savings.
Wisconsin Housing and Economic Development Authority:
Emergency Housing Voucher Program
WHEDA’s Section 8 Housing Choice Voucher Program recently added the Emergency Housing Voucher (EHV), which was created through the American Rescue Plan Act (ARPA) of 2021. HUD announced that the EHV program would provide 70,000 housing choice vouchers to local Public Housing Authorities across the country, 313 of which were awarded to WHEDA. The new EHV program operates differently, with WHEDA’s voucher team handling the administration and development of all procedures in-house.
