Special Needs Housing: Housing for Persons with Special Needs

Recognizes programs, other than those focused primarily on combating homelessness, that best provide affordable housing and services for persons with special needs.

Note: Individual developments are not eligible for an award.

Judging Criteria

Special Needs Housing entries will be judged on the degree to which they:

  • Are innovative
  • Are replicable
  • Respond to an important state housing need
  • Demonstrate measurable benefits to HFA targeted customers
  • Have a proven track record of success in the marketplace
  • Provide benefits that outweigh costs
  • Demonstrate effective use of resources
  • Effectively employ partnerships
  • Achieve strategic objectives

When people think of human trafficking, they tend to think of a 2008 film featuring Liam Neeson. While international human trafficking schemes do exist, the reality for most survivors is more insidiously local. It is easy to think it doesnā€™t happen in your state, but the chances are it does. Human trafficking is a multibillion dollar criminal enterprise hidden in plain sight. In turn, AHFC created the SAFE-T program to help bring survivors of trafficking home safely.

Housing for Justice-Involved Individuals Program

IHDA is committed to ending homelessness and improving quality of life for our stateā€™s most underserved residents and communities. Beyond the financial and social costs of incarceration and recidivism, the human cost is immeasurable when justice-involved residents cannot access the support they need to rebuild their lives after serving their sentences. The Housing for Justice-Involved Individuals Program represents a new approach to solving this problem.

Tucker's House ā€œ...A Safe Place to Rest My Head...ā€

Tucker's House, an old brick farmhouse in Bridgton Maine is just one example of an innovative approach to Supportive Housing that MaineHousing financed in 2022. Ten beds in all, the old renovated brick farmhouse, provides a safe, and healthy environment for women in recovery.

New Jersey Housing and Mortgage Finance Agency:
The Village at Harmony Green

The Village at Harmony Green project, a redevelopment initiative by NJHMFA, is being submitted for NCSHA's Award for Program Excellence for Special Needs Housing. The project aims to revitalize the site of the former 100% Public Housing development known as the "Ellis Street" projects. The new development is comprised of 65 high-quality, affordable units, age-restricted for 55+.
