Recognizes an HFA for a new or enhanced program that best provides home improvement and rehabilitation financing to HFA targeted customers.

Judging Criteria

Entries in the Homeownership category will be judged on the degree to which they:

  • Are innovative
  • Are replicable
  • Respond to an important state housing need
  • Use data, research, and analysis to demonstrate measurable benefits to HFA targeted customers and underserved markets
  • Have a proven track record of success in the marketplace
  • Provide benefits that outweigh costs
  • Demonstrate effective use of resources
  • Effectively employ partnerships
  • Achieve strategic objectives

Minnesota Housing:
Minnesota Home Improvement Loan Program Revitalization

Over the past three years Minnesota Housing has overhauled its Home Improvement Loan Program (HI Program) and transformed it from a $11 million program in decline into a growing program on track to reach $40 million in production in 2021. By streamlining processes to make the program easier for lenders, updating program features to attract more borrowers, and strategically increasing our outreach efforts to promote the program, the HI Program now effectively helps borrowers throughout the state.

Expanding Economic Opportunity Through Homeownership

The south side of Madison has long been an enclave for African American families, businesses and community institutions. Since the 2008 market crash, several studies have documented that racial disparities in employment, wealth, homeownership and entrepreneurship in Madison are among the worst in the nation. The Urban League of Greater Madison partnered with WHEDA to implement an innovative pilot to expand homeownership opportunities and make redevelopment into a model for economic inclusion.
