Video FAQ on Emergency HOME TBRA Environmental Review and Sample CENST Environmental Review Form

On August 13, HUD's Office of Affordable Housing Programs published a video FAQ covering the Environmental Review requirements applicable to an emergency HOME Tenant-Based Rental Assistance (TBRA) program along with a sample Categorically Excluded Not Subject to Section 58.5 (CENST) Environmental Review Form that HOME participating jurisdictions (PJs) can use to document the environmental review for emergency TBRA. These resources are intended to apply to HOME-funded emergency TBRA programs implemented using the flexibilities identified in the April 10 CPD Memo: Suspensions and Waivers to Facilitate Use of HOME-Assisted TBRA for Emergency and Short-Term Assistance in Response to COVID-19 Pandemic.
