Summary of Legislative Changes to Neighborhood Homes Investment Act

The attached document, published by the Neighborhood Homes Coalition, summarizes a series of modifications to the Neighborhood Homes Investment Act (S. 1686/H.R. 2854) developed by the bill’s Republican and Democratic sponsors in the House and Senate. The sponsors intend to incorporate these revisions into the next version of the bill to be introduced, whether that is in the next Congress or as part of a legislative package considered later this year.

Neighborhood Homes Investment Act

The Neighborhood Homes Investment Act seeks to address the shortage of affordable for-homeownership housing through creation of a new Neighborhood Homes Credit — a federal tax credit to incent new equity investment dollars for the development and renovation of one- to four-family housing in distressed communities by closing the “value gap” between the cost of rehabilitating or building a home and the post-construction value of the home. This new tax credit would expand the supply for affordable single-family homes, improve property values, increase family wealth, and decrease blight and abandonment in distressed neighborhoods.

For more than three decades, HOME has been one of the most effective and flexible tools state and local governments have to meet their affordable housing needs, including rental home production and preservation, single-family home construction, home rehabilitation, and tenant-based rental assistance.

Local Elected Leaders Sign-On Letter to Congress Advocating for AHCIA

One hundred and thirty (130) local elected leaders—mayors, county executives, and county board chairs from communities large and small across the nation—sent this May 12, 2025, letter to the leadership of the Senate Finance Committee and House Ways and Means Committee in support of the Affordable Housing Credit Improvement Act (AHCIA) and inclusion of AHCIA production provisions in the 2025 reconciliation bill. The ACTION Campaign, in partnership with the National League of Cities, National Association of Counties, and Mayors and CEOs for U.S. Housing Investment, coordinated this effort. NCSHA co-chairs the ACTION Campaign with Enterprise Community Partners and leads ACTION’s Legislative Subcommittee.

This bill, which is one of NCSHA’s top legislative priorities, establishes a federal tax credit targeted to the new construction or substantial rehabilitation of affordable, owner-occupied housing located in distressed urban, suburban, and rural neighborhoods.

ACTION Campaign Letter to IRS on 2024–2025 Priority Guidance Plan

On May 31, 2024, the ACTION Campaign, which is co-led by NCSHA and Enterprise Community Partners, sent a letter to the Internal Revenue Service and U.S. Department of the Treasury regarding the 2024–2025 Priority Guidance Plan. The letter made several recommendations to the plan including implementing Violence Against Women Act protections for Housing Credit tenants, providing more flexibility for properties suffering casualty loss, including relocation expenses in rehabilitation expenditures, and better restricting of planned foreclosures.
