Toby Halliday

Toby Halliday is the Director of the Office of Asset Management and Portfolio Oversight (OAMPO) in HUD’s Office of Multifamily Housing.  OAMPO provides policy direction and program administration for HUD’s project-based rental assistance programs and oversight of lenders in HUD’s multifamily mortgage insurance programs.  These rental assistance programs support 1.1 million low-income households in privately owned properties serving some of America’s most vulnerable families, seniors, and persons with disabilities.  Prior to joining HUD in 2019 Mr. Halliday served in a variety of roles in support of affordable rental housing with the Local Initiatives Support Corporation, the National Housing Trust, Stewards of Affordable Housing for the Future, and as an independent consultant.
