This non-State position is responsible for coordinating and conducting programmatic, financial, management and compliance reviews within the Housing Development and Asset Management Section in the Delaware State Housing Authority. An incumbent in this class conducts program compliance reviews for State and Federal Programs: Housing Development Fund, Low Income Housing Tax Credit, HOME, Section 8 Multifamily, Housing Trust Fund, and Section 811 PRA DEMO and conducts a pre-desk review prior to conducting the on-site review. Duties include monitoring for program compliance, over-all good management practices and fiscal stability. Reviews loan documents to ensure the property is complying with threshold requirements of funding source, and/or subsidy program. Incumbent is responsible to ensure physical inspection is conducted at the time of the review and physical non-compliance issues are tracked to correction. Incumbent is also responsible for providing technical assistance to prospective housing sponsors on federal/state housing assistance, construction and financing programs.

MINIMUM QUALIFICATIONS
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Experience in program compliance and property management in relationship with federal affordable housing programs. Accredited housing certification preferred in one or more of the following programs, but not required:

Tax Credit program
HUD Section 8
Section 515 or other applicable RD programs
Fair Housing
HOME

  1. Experience in property management which includes managing properties, liaison with residents/tenants, collection of rent, and property maintenance.
  2. Experience in interpreting federal housing laws, rules and regulations through the Internal Revenue Service (IRS) and the U. S. Department of Housing and Urban Development (HUD).
  3. Experience in financial analysis which includes compiling, analyzing and interpreting financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.
  4. Experience in narrative report writing.
  5. Successful Completion Criminal Screening.

PRINCIPLE ACCOUNTABILITIES

  • Performs on-site reviews of property management practices for compliance with the Housing Development Fund, Low Income Housing Tax Credit, HOME, Section 8 Multifamily, Housing Trust Fund, and Section 811 PRA DEMO.
  • Reviews and evaluates financial management practices and procedures, leasing and occupancy practices, tenant/management relations and general management practices. Discusses with owner findings and recommendations for improving unit/properties. Prepares report to supervisor with findings/recommendations. Follows up to ensure appropriate corrective actions have been taken.
  • Conducts servicing of loans by reviewing loan documents to ensure the property is complying with threshold requirements of funding source, and/or subsidy program. Maintains a system to ensure any time-sensitive activities, reports or documents required under loan or program provisions are completed on schedule. Provides technical assistance to management agents, developers and sponsors.
  • Schedules and performs annual and periodic compliance and management practice reviews for various DSHA programs such as Housing Development Fund, Low Income Housing Tax Credit, HOME, Section 8 Multifamily, Housing Trust Fund, and Section 811 PRA DEMO. Checks for compliance with Uniform Physical Conditions Standard (UPCS), Delaware Housing Code Requirements, other applicable State and Federal rules and regulations, overall maintenance, systems and property standards. Discusses findings with accountable person(s) stating violations and necessary corrections. Prepares inspection reports to supervisor with findings and recommendations. Follows up to ensure appropriate corrective actions have been taken.
  • Conducts research by gathering and analyzing programmatic, financial and other project data to determine the financial soundness of properties and mortgagor’s financial condition. Prepares report to supervisor with findings and recommendations.
  • Prepares a variety of routine and special reports for review and consideration by superiors. Assists with the development of written proposals and procedural manuals.
  • Enforces the Delaware State Housing Code. Investigates violations. Provides technical assistance to landlords, residents and owner on methods and means of correcting violations. Follows up to ensure compliance. Takes necessary enforcement action, up to and including prosecution through appropriate court of jurisdiction. Recommends amendments to The Delaware State Housing Code.
  • Maintains computer records of housing compliance review, inspections, violations, and other pertinent data. Track violations through to correction and completion.
