NCSHA Comments on IRS 2025-2026 Priority Guidance Plan

NCSHA submitted a letter to the Internal Revenue Service outlining its recommendations for the 2025–2026 Priority Guidance Plan.

HUD Notice H–2025–03: Extension of Mandatory Compliance Date for Sections 102 and 104 of HOTMA

U.S. Department of Housing and Urban Development (HUD) issued a notice extending the compliance deadline for Sections 102 and 104 of the Housing Opportunity Through Modernization Act (HOTMA) to January 1, 2026.

Local Elected Leaders Sign-On Letter to Congress Advocating for AHCIA

One hundred and thirty (130) local elected leaders—mayors, county executives, and county board chairs from communities large and small across the nation—sent this May 12, 2025, letter to the leadership of the Senate Finance Committee and House Ways and Means Committee in support of the Affordable Housing Credit Improvement Act (AHCIA) and inclusion of AHCIA production provisions in the 2025 reconciliation bill. The ACTION Campaign, in partnership with the National League of Cities, National Association of Counties, and Mayors and CEOs for U.S. Housing Investment, coordinated this effort. NCSHA co-chairs the ACTION Campaign with Enterprise Community Partners and leads ACTION’s Legislative Subcommittee.

NCSHA Comment Letter to OMB on Deregulation

This May 12, 2025, letter provides NCSHA’s comments to the Office of Management and Budget in response to its Notice of Request for Information on deregulation. NCSHA’s comments outline proposals for regulatory streamlining of housing programs at HUD, Treasury, and USDA’s Rural Housing Service.

ACTION Campaign Sign-On Letter to Congress Advocating for AHCIA

The ACTION Campaign sent this May 9, 2025, letter signed by more than 2,600 organizations to the House and Senate leadership urging Congress to strengthen and expand the Low-Income Housing Tax Credit by passing the Affordable Housing Credit Improvement Act.

Joint Letter to Department of Veterans Affairs on Reestablishing a Temporary Partial Claim Program

NCSHA joined other affordable housing and veterans organizations on this May 7, 2025, letter to the Secretary of Veterans Affairs (VA) urging the VA to reestablish a temporary partial claim program for veterans who are at risk of foreclosure, through the end of 2025.

HOME FY26 THUD Appropriations Request

On April 30, 2025, the HOME Coalition — chaired by NCSHA and representing more than 800 national, state, and local groups that support increasing resources for the HOME Investment Partnerships Program — sent a letter to the Senate and House Appropriations Subcommittees on Transportation, Housing, and Urban Development to express strong support for $1.5 billion in fiscal year 2026 funding for HOME. HOME represents the largest federal block grant dedicated exclusively to the production of new affordable housing units for rent or purchase. It is an important tool for states and localities to address critical housing shortages in their communities.
