NCSHA Priorities in the ROAD to Housing Act and the Housing for the 21st Century Act

NCSHA has endorsed the Senate’s ROAD to Housing Act, S. 2651, and the House of Representatives’ Housing for the 21st Century Act, H.R. 6644. Both of these bills have passed their respective chambers with overwhelming bipartisan support.

NCSHA Joins Coalition Letter Supporting the Rural Housing Service Reform Act

In this letter, sent on April 14, 2026, NCSHA joined a group of 205 national, state, and local organizations urging congressional leadership to include the Rural Housing Service Reform Act (S. 1260/H.R. 4957) in any final housing supply and affordability package.

House Congressional Dear Colleague Letter: HOME Investment Partnerships Program FY27 Appropriations

A bipartisan group of lawmakers urged the House Transportation, Housing and Urban Development Appropriations Subcommittee to provide at least $1.5 billion for the HOME Investment Partnerships Program in fiscal year 2027, emphasizing the program’s critical role in addressing the nation’s affordable housing shortage.

NCSHA Joins Coalition Letter to House in Support of the PRICE Act

In this March 25, 2026, letter, NCSHA joined a group of 18 affordable housing and manufactured housing organizations, led by ROC USA, to urge House leadership to include the Preservation and Reinvestment Initiative for Community Enhancement (PRICE) Act in a final housing package, as leadership works toward a conference agreement on the ROAD to Housing Act (Senate) and the Housing for the 21st Century Act (House).

HOME Coalition Letter Supporting Inclusion of HOME Program Reforms in ROAD to Housing Act, Related Legislation

On March 23, 2026, the HOME Coalition and its partners sent this sign-on letter to House Financial Services and Senate Banking Committee leaders urging them to include key provisions from the HOME Investment Partnerships Reauthorization and Reform Act in the 21st Century ROAD to Housing Act and the Housing for the 21st Century Act.

HOME Letter to Appropriators for FY27 Funding

On March 17, 2026, the NCSHA-led HOME Coalition sent this letter to the House and Senate Appropriations Committee leaders to express strong support for at least $1.5 billion in fiscal year 2027 funding for the HOME Investment Partnerships Program.

Sign-On Letter on Institutional Investor Purchase Prohibition and the Housing Credit

This NCSHA-spearheaded sign-on letter urges Senate Banking Committee leaders to amend Section 901 of the 21st Century ROAD to Housing Act which, with exceptions, bars institutional investor purchases of single-family homes, to clarify that Housing Credit-financed housing is exempt from these requirements.

NCSHA Letter to Treasury on Proposed Data Collection System

On March 6, 2026, NCSHA submitted comments to the U.S. Department of the Treasury expressing concerns about a proposed new system of records that would require extensive retroactive data and document collection for several pandemic-era federal programs. NCSHA warned the proposal would impose duplicative, burdensome, and costly requirements on state housing finance agencies.

NCSHA Letter to Congressional, Committee Leadership on HFA Priorities in ROAD to Housing, Housing for the 21st Century Bills

In advance of Senate consideration of the ROAD to Housing Act, NCSHA sent this February 27, 2026, letter to House and Senate leadership and the chairs and ranking members of the Senate Banking and House Financial Services committees underscoring the provisions in both bills that are most impactful and should be included in the final legislation upon enactment.
