CFPB Rental Assistance Finder

On July 28, 2021, the Consumer Financial Protection Bureau (CFPB) released this online tool to help renters and landlords impacted by the pandemic find and apply for payment assistance for rent, utilities, and other expenses. The Rental Assistance Finder, available at www.consumerfinance.gov/renthelp, connects renters and landlords with the state and local programs distributing federal assistance.

Joint Letter to Treasury on Emergency Rental Assistance Reporting Guidelines

NCSHA, along with other major national organizations representing grantees—the Council of State Community Development Agencies, National American Indian Housing Council, National Association of Counties, and National League of Cities—sent this letter to Treasury providing comments on the reporting guidelines for the Emergency Rental Assistance program.

Accelerating the Utilization of Emergency Rental Assistance: NCSHA Recommendations

Letter to Administration on Flexibilities Needed for Rapid Deployment of Assistance to Tenants to Prevent Evictions

NCSHA, along with other major national organizations representing grantees and advocates—the American Public Human Services Association, Council of State Community Development Agencies, National American Indian Housing Council, National League of Cities, and National Low Income Housing Coalition—sent this letter to the Treasury Secretary Janet Yellen and White House Senior Advisor Gene Sperling asking the Administration to provide flexibilities to help grantees assist households that face eviction upon the expiration of the Centers for Disease Control and Prevention’s eviction moratorium order.

Best Practices for HFA Mortgage Design: Lessons Learned from HHF and CRF Presentation

This presentation summarizes the results of NCSHA’s survey of HFAs that administered the federal Hardest Hit Fund (HHF) program in the aftermath of the Great Recession or administered short-term emergency homeowner assistance programs in 2020 with federal Coronavirus Relief Fund (CRF).  It focuses on those survey questions pertaining to mortgage assistance program design and delivery. The purpose of this presentation to help inform HFAs and other administrators’ efforts to develop their Homeowner Assistance Fund programs (HAF).

HUD Letter on Resumption of REAC In-Person Housing Inspections

On April 23, 2021, Secretary of Housing and Urban Development Marcia Fudge issued this letter to public housing authorities, multifamily housing owners, and property managers announcing the Real Estate Assessment Center will resume in-person housing inspections on June 1, 2021. In-person inspections were paused as a COVID-19 safety protocol.

CFPB Interim Final Rule on Consumer Rights, Debt Collection Under CDC Eviction Moratorium

This interim final rule from the Consumer Financial Protection Bureau amends Regulation F of the Fair Debt Collection Practices Act to address certain debt collector conduct associated with the Centers for Disease Control and Prevention (CDC) eviction moratorium in response to the COVID-19 pandemic. The interim final rule requires debt collectors to provide written notice to tenants of their rights under the CDC’s eviction moratorium. The rule also prohibits debt collectors from misrepresenting tenants’ eligibility for protection.
