GAO Report on Monitoring in the Emergency Rental Assistance Program

This report by the U.S. Government Accountability Office examines U.S. Department of the Treasury’s policies related to Emergency Rental Assistance (ERA) program flexibilities intended to enable grantees to spend funds more quickly and the nexus between such policies and fraud prevention policies procedures. GAO highlights the need for Treasury to balance speed in spending with accountability and oversight.

Featured HAF Program: Pennsylvania Homeowner Assistance Fund

The Pennsylvania Homeowner Assistance Fund, or PAHAF, is a housing-related program funded by the U.S. Department of the Treasury to assist Pennsylvania homeowners facing financial hardship due to the COVID-19 pandemic that began after January 21, 2020, (including a hardship that began before January 21, 2020, and continued after that date). The program will provide financial assistance to homeowners for qualified mortgage and housing-related expenses to avoid delinquency, default, foreclosure, or displacement.

GAO Report on Oversight Needs for COVID-19 Relief Programs

This report by the U.S. Government Accountability Office finds that government agencies must significantly improve overseeing of emergency relief funds, including the Emergency Rental Assistance (ERA) program.  The report makes recommendations to the Treasury Department and the Office of Management and Budget related to ERA oversight.  It also provides recommendations to other government agencies related to Nutrition Assistance, tax relief for businesses, and healthcare emergency programs.

Lessons from Eight States Regarding Factors That Have Contributed to States’ ERA1 Spending Rates

In this report prepared for NCSHA, Abt Associates examined states’ Emergency Rental Assistance spending rates and factors that have affected those rates. In July 2021, Abt interviewed ERA program staff from eight states selected to reflect programs that differed in several ways, including in geographic and population diversity, the sizes of the ERA1 allocations they received, and their ERA1 spending rates as of May 2021.

Analysis of Models for Assessing Rental Assistance Need

In this report prepared for NCSHA, Abt Associates presents an analysis of nine estimates of rental debt that were published at different times during the pandemic and compares those estimates to the congressional appropriations and allocations for the Emergency Rental Assistance Programs, ERA1 and ERA2.
