NCSHA Summary of Neighborhood Homes Investment Act

This document provides a detailed summary of the Neighborhood Homes Investment Act, which was introduced by Representatives Mike Kelly (R-PA) and John Larson (D-CT) on April 10, 2025. This bill, which is one of NCSHA’s top legislative priorities, establishes a federal tax credit targeted to the new construction or substantial rehabilitation of affordable, owner-occupied housing located in distressed urban, suburban, and rural neighborhoods.

ACTION Campaign Letter to IRS on 2024–2025 Priority Guidance Plan

On May 31, 2024, the ACTION Campaign, which is co-led by NCSHA and Enterprise Community Partners, sent a letter to the Internal Revenue Service and U.S. Department of the Treasury regarding the 2024–2025 Priority Guidance Plan. The letter made several recommendations to the plan including implementing Violence Against Women Act protections for Housing Credit tenants, providing more flexibility for properties suffering casualty loss, including relocation expenses in rehabilitation expenditures, and better restricting of planned foreclosures.

NCSHA/NAHB-Hosted Congressional Briefing on LIFELINE Act

NCSHA partnered with the National Association of Home Builders to host a June 6, 2022, virtual briefing for congressional staff on the LIFELINE Act (LIHTC Financing Enabling Long-term Investment in Neighborhood Excellence Act; S. 4181/H.R. 7078), which would allow states and local governments to loan Coronavirus State and Local Fiscal Recovery Funds to Housing Credit developments.

Biden Administration’s FY 2023 Budget Request

On March 28, 2022, the Biden Administration submitted to Congress the President’s Budget for Fiscal Year 2023. The budget request totals $5.8 trillion and outlines the Biden Administration’s fiscal priorities, including for HUD and USDA housing programs.

NCSHA Priorities Briefing 2021
