To assist more Georgians, the Resource Committee is leveraging each key partner agencies existing relationships, capabilities and resources for a continued and integrated, immediate response to the COVID-19 Pandemic. Several key innovative approaches have consisted of thinking outside the box.
Delaware State Housing Authority | Providing Rental Assistance During & After a Global Pandemic
On March 13, Delaware Governor John Carney called for the closure of all non-essential businesses to help prevent the spread of COVID-19. As a result, thousands of Delawareans were suddenly without a paycheck or had their income significantly reduced. Many of them still needed to pay their rent and utility bills, and to help those renters, DSHA launched a rental assistance program on March 26. DSHA was the first HFA in the country to launch a rental assistance program for its stateโs residents.
Colorado Housing and Finance Authority | COVID-19 Ready

The organizationโs efforts to prepare for the COVID-19 pandemic began years prior to the first case being reported in Colorado. CHFAโs success navigating the pandemicโs uncharted path stemmed from a long-standing commitment to mission and strengthening business continuity through technology, operational efficiency, and culture.
Arizona Department of Housing | Channeling Dollars, Services, and Supplies to Support Homeless Service Providers
The Arizona Department of Housing channeled dollars, services and supplies to support programs serving homeless populations in Arizona amid the COVID-19 pandemic through the distribution of $5 million for in-kind supplies and grants to over 80 homeless service providers. The resources provided direct and timely relief to help maintain the health and safety needs of the providers and their clients, so the providers could focus on moving those who are experiencing homelessness into housing.
Virginia Housing | Partnering for Success: A Collaborative Approach to Public Housing Revitalization
Virginia Housing and the stateโs local public housing authorities โ through the Virginia Association of Housing and Community Development Officials (VAHCDO) โ have created a partnership to address challenges and identify actions to revitalize public housing communities within the constraints of scarce resources and a complex regulatory landscape.
New York City Housing Development Corporation | HDCโs Partnership with NYCHA on PACT to Preserve Public Housing
HDCโs partnership with NYCHA on PACT program is helping to raise the funds for much-needed repairs, provide financial support to residents improving the quality of their lives in aging public housing and maintain public control of NYCHA buildings by creating public-private partnerships that convert NYCHA developments from Section 9 funding to more stable project-based Section 8 funding.
Minnesota Housing | Rental Rehabilitation Deferred Loan, Rural Development RFP
The program was designed to address the needs of modest-sized rural buildings, generally containing between 12-30 units total, that have not competed well for other state resources such as low income housing tax credits. Recently, Minnesota Housing streamlined the RRDL program and launched a special request for proposals (RFP) in partnership with the local USDA office to focus specifically on the preservation of USDA RD projects with RD 515 mortgages and rental assistance.

Georgia DCAโs relocation policy and process improvements ensure residents of occupied properties can make informed decisions and minimizes the destabilizing effect inherent to moves, particularly of mandatory moves. The work also facilitates smoother implementation because of clear expectations of developers, all while enforcing compliance with federal and state regulations.
Illinois Housing Development Authority | Conserve to Preserve
Sustainability and energy efficiency are more important than ever to the long-term financial viability of the state's affordable housing stock. Through new partnerships with utility providers and benchmarking organizations, IHDA identifies properties with high energy costs, helps owners understand their unique trends, and offers guidance as they navigate retrofits and efficiency measures. The effort has reduced strain on operating budgets while preserving affordability for vulnerable tenants.
