CPD Memo: Suspension and Waiver of the HOME Program Consortium Qualification Deadline in Response to COVID-19 Pandemic

The Office of Community Planning and Development within the U.S. Department of Housing and Urban Development (HUD) issued this memorandum suspending the HOME Program’s statutory deadline and waiving the HOME regulatory deadline for qualification or requalification of urban counties and consortia to provide HOME Participating Jurisdictions additional time to complete these processes due to the unanticipated circumstances created by the COVID-19 pandemic. HUD has extended the deadline from September 30, 2020, to November 30, 2020.

CARES Act Program Instructions for Service Coordinators in Multifamily Housing, Congregate Housing Services Program

The U.S. Department of Housing and Urban Development issued this set of program instructions for the $10 million in CARES Act funding allocated for the Service Coordinators in Multifamily Housing program and Congregate Housing Services Program.

HUD Disparate Impact Final Rule

This final rule amends the U.S. Department of Housing and Urban Development’s 2013 disparate impact standard and burden-shifting framework, which is HUD’s implementation of the 1968 Fair Housing Act’s Discriminatory Effects Standard. HUD intends the amendments to the disparate impact standard to reflect the U.S. Supreme Court’s 2015 ruling in Texas Department of Housing and Community Affairs v. Inclusive Communities Project, Inc.

On September 8, 2020, NCSHA submitted this letter supporting the Consumer Financial Protection Bureau’s proposal to eliminate the maximum borrower debt-to-income ratio of 43 percent that mortgages must meet to satisfy the definition of “Qualified Mortgage.”
