IRS Revenue Procedure 2020-42

On October 5, the Internal Revenue Service published Internal Revenue Bulletin 2020-41, which includes Revenue Procedure 2020-42, providing the Housing Credit National Pool amounts for qualified states for calendar year 2020. Thirty-three states received Credit authority under the National Pool.

Mainstream Vouchers – Non-Competitive Opportunity for Additional Vouchers Authorized by the CARES Act, Temporary Waivers and Alternative Requirements, and Modified 2020 Housing Assistance Payment Renewal Calculation

This notice provides information on several policies impacting Mainstream vouchers. The provisions in the notice are being offered to help public housing agencies prevent, prepare for, and respond to the coronavirus pursuant to the Coronavirus Aid, Relief, and Economic Security (CARES) ACT.

HUD: Section 3 Final Rule

Published on September 29, 2020, this final rule updates the U.S. Department of Housing and Urban Development’s Section 3 regulations to create more effective incentives for employers to retain and invest in their low- and very low- income workers, streamline reporting requirements by aligning them with typical business practices, provide for program-specific oversight, and clarify the obligations of entities that are covered by Section 3.

FHFA Strategic Plan: Fiscal Years 2021–2024

The ​Federal Housing Finance Agency released its proposed Strategic Plan for 2021–2024 for public comment due by October 5, 2020. This draft document reflects the agency's priorities as the regulator of the Federal Home Loan Bank System and as regulator and conservator of Fannie Mae and Freddie Mac.

CPD Memo: Suspension and Waiver of the HOME Program Consortium Qualification Deadline in Response to COVID-19 Pandemic

The Office of Community Planning and Development within the U.S. Department of Housing and Urban Development (HUD) issued this memorandum suspending the HOME Program’s statutory deadline and waiving the HOME regulatory deadline for qualification or requalification of urban counties and consortia to provide HOME Participating Jurisdictions additional time to complete these processes due to the unanticipated circumstances created by the COVID-19 pandemic. HUD has extended the deadline from September 30, 2020, to November 30, 2020.

CARES Act Program Instructions for Service Coordinators in Multifamily Housing, Congregate Housing Services Program

The U.S. Department of Housing and Urban Development issued this set of program instructions for the $10 million in CARES Act funding allocated for the Service Coordinators in Multifamily Housing program and Congregate Housing Services Program.

HUD Disparate Impact Final Rule

This final rule amends the U.S. Department of Housing and Urban Development’s 2013 disparate impact standard and burden-shifting framework, which is HUD’s implementation of the 1968 Fair Housing Act’s Discriminatory Effects Standard. HUD intends the amendments to the disparate impact standard to reflect the U.S. Supreme Court’s 2015 ruling in Texas Department of Housing and Community Affairs v. Inclusive Communities Project, Inc.

HUD Operations Notice for Expanding the Moving to Work Demonstration Program

Published on August 28, 2020, in the Federal Register, this notice from the U.S. Department of Housing and Urban Development provides implementation requirements for expanding the Moving to Work (MTW) demonstration program from the current 39 agencies to 100 over a period of seven years, as authorized in the FY 2016 Consolidated Appropriations Act.
