First-Time Homebuyer Affordability Act (H.R. 10075): Legislative Text and Summary

The First-Time Homebuyer Affordability Act (H.R. 10075) would expand access to lower-cost mortgages for thousands of working families by exempting Mortgage Revenue Bonds (MRBs) from the private activity bond volume cap. MRBs historically have been HFAs’ primary means of financing their affordable homeownership programs, having helped more than 3.7 million households purchase their first home.

These documents provide the text and summaries of the Build Housing Affordably Act, legislation introduced in the House of Representatives on June 15, 2026. The bill would require HUD to study the impacts of Build America, Buy America (BABA) requirements on affordable housing development, temporarily suspend those requirements for covered housing projects pending completion of the study, and establish deadlines and automatic approval provisions for BABA waiver requests.

Neighborhood Homes Investment Act

The Neighborhood Homes Investment Act seeks to address the shortage of affordable for-homeownership housing through creation of a new Neighborhood Homes Credit — a federal tax credit to incent new equity investment dollars for the development and renovation of one- to four-family housing in distressed communities by closing the “value gap” between the cost of rehabilitating or building a home and the post-construction value of the home. This new tax credit would expand the supply for affordable single-family homes, improve property values, increase family wealth, and decrease blight and abandonment in distressed neighborhoods.

It is the first bipartisan housing bill to advance through the Banking Committee in more than a decade.
