NCSHA Joins Letter on the Regulatory Bank Capital Rule

NCSHA and 18 other organizations sent this January 16, 2024, letter to Chairman Martin Gruenberg of the Federal Deposit Insurance Corporation, Vice Chair Michael Barr of the Board of Governors of the Federal Reserve System, and Acting Comptroller Michael Hsu of the Office of the Comptroller of the Currency addressing the Housing Credit and the Bank Capital Rule. The letter urged an application of a lower risk weight of 50 percent to Housing Credit properties in recognition of the strong historic performance of these properties and the importance of supporting robust investment in affordable housing.

HUD Notice on Changes to the Methodology Used for Calculating Section 8 Income Limits

On January 10, 2024, the U.S. Department of Housing and Urban Development (HUD) published this notice in the Federal Register setting an annual cap of 10 percent on income limit increases for housing financed by Housing Credits, private activity bonds, and various HUD programs, including Section 8. The previous cap was five percent or twice the annual percentage change in median family income. Comments on the notice will be accepted through February 9, 2024, but HUD requests that comments are limited to responses to six provided questions.

NCSHA Comments on Proposed Changes to FHA 203(k) Rehabilitation Mortgage Program

On January 5, 2024, NCSHA submitted comments on a draft Mortgage Letter submitted by HUD proposing updates to the Federal Housing Administrationโ€™s (FHA) 203(k) Rehabilitation Program. In the letter, NCSHA thanks HUD for working to improve the 203(k) program and expresses support for the proposal to increase the maximum program loan amount.

NCSHA Letter to Appropriations Committee Leaders on Project-Based Rental Assistance Contract Administration (PBCA)

NCSHA sent House and Senate Appropriations Committee leaders this letter asking them to preserve in any final FY 2024 HUD appropriations legislation the project-based rental assistance contract administration (PBCA) language contained in the Senate-passed FY 24 HUD appropriations bill.

Treasury Department Interim Final Rule to Amend ‘Obligation’ in SLFRF Regulations

On November 20, 2023, the Treasury Department issued an interim final rule to amend the definition of โ€™obligationโ€™ set forth in Coronavirus State and Local Fiscal Recovery Fund (SLFRF) regulations and to give additional flexibility and clarity to recipients to support their use of SLFRF funds. The rule does not alter the eligible use categories described in the 2022 SLFRF final rule or the 2023 interim final rule and does not alter existing SLFRF obligation or expenditure deadlines. Recipients must obligate SLFRF funds by December 31, 2024, and expend obligated funds by December 31, 2026.
