Lowering Bond Financing Threshold for 4 Percent Housing Credit Developments Could Result in Nearly 1.5 Million More Affordable Homes Over 10 Years
NCSHA released a report that found lowering the bond financing threshold for Housing Credit properties — often referred to as the “50 percent test” — to 25 percent could result in the production of nearly 1.5 million more 4 percent Housing Credit units than would otherwise be produced between 2022 to 2031. Based on research conducted on NCSHA’s behalf by Novogradac, “Analyzing the Impact of Lowering the 50% Test for 4% Tax-Exempt Bond Financed Properties” is an update to previous analysis by Novogradac, also sponsored by NCSHA. The update was necessary to account for the minimum 4 percent Credit rate set in the Consolidated Appropriations Act of 2021 and significant changes in the Congressional Budget Office’s inflation projections since the first version of the report was published in May 2020.

Construction has commenced on 60 new, mixed-income apartment homes at Bartlett Station in Roxbury, which will conclude the first phase of the five-phase redevelopment of the former MBTA Bartlett Bus Yard in Nubian Square. The 60 new apartments currently being constructed at Bartlett Station Building A will join a 60-unit, mixed-income rental apartment building and a 16-unit condominium building that were completed on the site in August 2019.
Biden Releases FY 2022 Budget Outline
Today, the Biden Administration submitted to Congress the president’s priorities for fiscal year (FY) 2022 discretionary spending. The administration seeks $68.7 billion for the U.S. Department of Housing and Urban Development and $27.8 billion for the U.S. Department of Agriculture, an increase of $9 billion (15 percent) and $3.6 billion (16 percent) over the FY 2021 enacted levels, respectively.
CHFA Offers New Refi Loan and Relaunches Its Purchase Program for Mobile Manufactured Homes
The Connecticut Housing Finance Authority (CHFA) has added a refinance loan program for owners of mobile manufactured homes (MMH) and has relaunched its MMH purchase loan program. The homes must be the borrowers’ primary residence, and located in a year-round, state-licensed mobile home park. “MMHs are an affordable option for low- and moderate-income buyers just starting out and for homeowners who are downsizing,” said Nandini Natarajan, CHFA’s Chief Executive Officer – Executive Director.
State to Open Wait List for Housing Choice Voucher Program
The Georgia Department of Community Affairs (DCA) announced applications for the Housing Choice Voucher Program will be open from April 22-26. Formerly known as Section 8, this HUD-funded program assists low-income families, the elderly, and disabled individuals to afford decent, safe, and sanitary housing. David Whisnant, DCA’s Division Director for Housing Assistance, said the waitlist has been closed since May 2018 in order to accommodate the approved applicants.

Governor Wolf Announces $2.2 Million for Community Revitalization
Governor Tom Wolf today announced that five projects will be awarded $2.2 million for the construction or rehabilitation of mixed-used developments. The funding was raised through the sale of tax credits under the Mixed-Use Development Tax Credit Program, the proceeds of which are being used to fund the work of the Community Revitalization Fund Program. “We believe there is pent up economic demand coming out of the pandemic, and these mixed-use developments can be a part of our economic recovery,” said Governor Tom Wolf.
