House Appropriations Subcommittee Advances FY27 HUD Funding Bill

The House Appropriations Subcommittee on Transportation, Housing and Urban Development, and Related Agencies met today to mark up the Fiscal Year 2027 Transportation, Housing and Urban Development, and Related Agencies Appropriations Bill. The subcommittee voted to advance the bill to the House Appropriations Committee, which is scheduled to vote on it on June 4. The bill would provide the U.S. Department of Housing and Urban Development $71.377 billion in discretionary funding, which would be a $5.942 billion or nearly eight percent decrease from fiscal year 2026 enacted levels.

A strong bipartisan majority of the U.S. House of Representatives earlier today passed a revised version of a comprehensive affordable housing package โ€” the 21st Century ROAD to Housing Act (H.R. 6644) โ€” shortly after House leaders and the White House agreed to amendments to the version released in the House last week. Late Wednesday night, House leaders released updated text of the 21st Century ROAD to Housing Act, the latest version of the comprehensive affordable housing authorizing package under consideration in Congress. The House and Senate have been in a standoff over the legislation, with the Senate pressing the House to take up the version of the legislation it passed in March without changes, and the House countering that the Senate bill would not be able to pass the lower chamber due to member objections to aspects of the Senateโ€™s bill.

This afternoon, President Trump signed two executive orders (EOs) focused on removing regulatory barriers to affordable housing construction and promoting access to mortgage credit.ย An email to stakeholders announcing the EOs also stated, โ€œPresident Trump will continue to advance his housing affordability agenda with the 21st Century ROAD to Housing Act before Congress,โ€ underscoring his support for the legislation the Senate passed this week that includes several NCSHA priorities, including reforms to the HOME program; raising the public welfare investment cap, which could bring more bank investment to the Housing Credit program; and decoupling of rural rental assistance from Rural Housing Service mortgage programs.

Representatives Yakym and Moore Introduce Affordable Housing Bond Enhancement Act in House

Representatives Rudy Yakym (R-IN) and Gwen Moore (D-WI) last night introduced theย Affordable Housing Bond Enhancement Act (H.R. 7414). This legislation, which NCSHA has worked on closely with the representativesโ€™ offices, would expand state housing finance agenciesโ€™ access to private activity bond volume cap and strengthen the Mortgage Revenue Bond (MRB) and Mortgage Credit Certificate (MCC) programs.

An overwhelming bipartisan majority of the U.S. House of Representatives Monday evening voted to pass comprehensiveย affordable housing legislationย that includes more than 20 different housing-related bills. The legislation, titled the Housing for the 21st Century Act (H.R. 6644), is the first substantial bipartisan housing bill to clear the House in more than a decade. It is the product of months of negotiations between Financial Services Committee Chair French Hill (R-AR), Ranking Member Maxine Waters (D-CA), Housing Subcommittee Chair Mike Flood (R-NE), and Ranking Member Emanuel Cleaver (D-MO).
