Outlook for Federal Homeownership Policy in 2025

The incoming Trump Administration and 119th Congress will be keenly focused on federal homeownership policy next year. Priority issues will include the scope and role of the federal government โ from FHA to Fannie and Freddie to the Federal Home Loan Banks, new tools for starter home construction, and regulatory reforms that could impact all phases of the mortgage financing process. Maren Kasper is uniquely positioned and informed to help us assess the lay of the land. She has been managing director of Bayview Asset Management for the past five years. During the previous Trump Administration, Maren served as acting president, executive vice president, and chief operations officer for Ginnie Mae.

Evolutions in Manufactured Housing

Manufactured homes are an important part of the affordable housing supply in many states, as evidenced by the factย more than 30 HFAs have dedicated programs to support financing, construction, preservation, and operations. Recently, states around the country have passed laws and developed new resources to support resident ownership of manufactured home communities. The national leader in this area is ROC USA, which since 2008 has arranged nearly $1 billion in financing to facilitate the acquisition of 334 communities that are home to nearly 24,000 people. ROC USAโs recently appointed president, Emily Thaden, will update us on the latest product and policy developments in the industry and her organizationโs expanding work with HFAs, including through the new federal PRICE grant program.
The State Housing Policy Revolution

The last several years have seen arguably the most significant state-level leadership on housing issues ever โ coming from governors, state legislatures, and state agencies not traditionally focused on housing โ in every part of the country. The Mercatus Center at George Washington University has done more than any organization to document and assess the impacts of this trend, especially as it has played out in land use and regulatory reform efforts to increase housing supply. Emily Hamilton, Senior Research Fellow at the Mercatus Center, will join us to share her and her colleaguesโ latest research, assess the environment in states coming out of the elections, and discuss the ways state HFAs are โ and can be โ at the center of the โstate housing policy revolution.โ

Outlook for Federal Rental Housing Policy in 2025

Rental housing advocates and industry participants face a complex and challenging environment going into 2025. Key HUD and USDA programs face potentially serious cuts and financing tools such as FFB-enhanced risk-sharing may be at risk. On the other hand, the tax bill may create opportunities to expand rental housing production tools, from Housing Credits and Housing Bonds to Opportunity Zones. Scott Keller will join us to talk strategy and tactics. Formerly chief of staff to the HUD Secretary in the administration of George W. Bush, he has, since 2007, been a government services partner at HORNE where his practice includes disaster recovery and other HFA priorities.
