Delaware State Housing Authority
The Delaware State Housing Authority (DSHA) today announced that 15 communities and scattered sites will receive funds from the state’s Community Development Block Grant Program (CDBG) and HOME Investment Partnerships Program (HOME). More than $2.1 million will be divided amongst the municipalities of Kent and Sussex Counties for housing rehabilitation, water/sewer hookups, sidewalk repair, and administration.
Governor Jack Markell said, “In this economy, homeowners may be deferring maintenance on their homes, which may have unintended consequences. Our goal is to help low-income homeowners stay in their homes long-term by assisting with necessary repairs, which not only improves the habitability of homes but also sustains the community.”
DSHA Director Anas Ben Addi commented, “The Community Development Block Grant Program provides much-needed funding for a variety of housing activities in Kent and Sussex Counties. To help stretch these dollars, we’ve combined them with $400,000 in HOME funds.”
Recommendations for funding were made by an independent review panel whose members evaluate each application’s potential benefit to low-income persons, the management capacity of the applicant, and the cost benefit of the proposed activities, including: the severity of need, impact, cost reasonableness, and feasibility.

Kent and Sussex Counties received a combined total of $206,000 to administer the block grant funds.
The Community Development Block Grant Program will assist more than 152 families this year. Additionally, the HOME Scattered Sites Rehabilitation Program will help more than 24 families in need of housing rehabilitation.
