โ€ข Household income must be at or below 85 percent of the AMI. Households that qualify for TANF, SNAP,โ€ฏor LIHEAP assistance automatically meet the programโ€™s income requirements.
โ€ข Household must demonstrate that the COVID pandemic has had an adverse impact on their employment or income beginning on January 20, 2020, or later. Examples may include job layoff due to mandated shutdowns or business closure, job loss, reduced hours of work, inability to work due to COVID-related illness, or lack of childcare.
โ€ข Household must have missed at least one rental payment on or after April 1, 2020.
โ€ข Tenant and all members of their household, if applicable, must be legally authorized to be in the United States.
โ€ข Household must be requesting assistance for their primary place of residence.
โ€ข Household or landlord must not be a current recipient of any other rental assistance for the months they are requesting KEPP assistance.

โ€ข Must be currently or previously unemployed or underemployed due to the pandemic and be receiving or had previously received unemployment compensation beginning on March 1, 2020.
โ€ข Must have been current on their mortgage payment as of March 1, 2020, have an original mortgage balance no greater than $820,500, and possess less than $20,000 in non-retirement, liquid assets. Examples include non-retirement, liquid assets such as bank accounts, stocks, bonds, investments, and cash value of life insurance.

Tenants:

โ€ข Must be at risk of eviction with documentary proof such as past-due letter from landlord, pending eviction notice, etc.
โ€ข Must not be a current recipient of any other federal rental assistance, including Section 8, USDA RD rental assistance, and public housing.
โ€ข Must be requesting assistance for their primary place of residence.
โ€ข Must have a written lease; those living with family and paying rent informally are not eligible.
โ€ข May be used by owners of mobile homes for lot rent payments.
Landlord:
โ€ข Must forgive 10 percent of rent due and forgive late fees, penalties, and interest related to non-payment of rent.
โ€ข Have a current written lease or sign a lease with their tenant.
โ€ข Must agree to give 45 daysโ€™ notice for any future eviction, not to be initiated until at least 30 days after assistance concludes.
