State HFA Emergency Housing Assistance Matrix

A new program established to provide financial relief for renters and homeowners who have experienced a loss of income resulting from the COVID-19 pandemic.

• Must have a household income at or below 300 percent of federal poverty guideline, with priority given to those at or below 200 percent.
• Must be past due on an expense incurred after March 1, 2020, due to COVID-19-related circumstances.
• Recipients of rental assistance programs such as Section 8 are only eligible for utility assistance.
• Must not have a federally backed mortgage.

A new program established to provide financial relief to small rental property owners who have experienced a loss of income resulting from the COVID-19 pandemic.

• Up to 80 percent of AMI in accordance with HUD’s MTSP income limits.
• Must be the primary property owner of a residential rental property with three to ten total housing units for Round 1 and three to thirty for Round 2, and must not include seasonal or vacation rentals.
• Owners must forgive outstanding back rent and late fees for the units the assistance covers for the duration of the assistance.

A new program established to provide financial relief for renters who experienced a loss of income resulting from the COVID-19 pandemic and have experienced homelessness .

• Household income must be at or below 50 percent of AMI with priority given to households with income at or below 30 percent of AMI.
• Households are to be identified through the CoC’s centralized intake process with priority given to individuals at greater risk of contracting COVID-19, e.g., seniors aged 60 and older and individuals with underlying health conditions.

• Household income must be at or below 100 percent of AMI.
• Must have become unemployed after March 1, 2020, or had a COVID-19-related income reduction of at least 30 percent.
• Must be past due on rent for at least 30 days.
• Must be used for rent incurred between March 1, 2020, and December 30, 2020.

• Household income must be at or below 80 percent of AMI prior to the COVID-19-related loss of income.
• Household must have experienced financial hardship due to COVID-19 (self-attested).
• Household must not have received assistance through other rental assistance programs for the same months covered by HousingHelpRI.

An existing program that was expanded to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 80 percent of AMI.
• Household must have experienced a loss of income of at least 20 percent; had increased household costs of at least 20 percent beginning March 13, 2020, due to school closures or medical expenses; or had both a loss of household income and increased household costs due to school closures or medical expenses, for a loss of income that is at least 20 percent.

A new program established to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Must provide documentation that household income, including all unemployment compensation, decreased due to job layoff, furlough, or reduced work hours beginning on March 6, 2020, due to COVID-19.
• Must not have received other forms of COVID-19-related rental assistance.
• Must not be a recipient of rental assistance such as Section 8.

A new program established to provide financial relief for renters and homeowners who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 115 percent of AMI.
• Must be at risk of losing their housing or demonstrate that the COVID pandemic has had an adverse impact on their employment, income, or monthly expenses (i.e., medical).
• Must be unable to pay their rental, mortgage, or homeowner/mortgage insurance payments beginning on March 1, 2020, or demonstrate their inability to make payments going forward.
• Must be legally authorized to be in the United States.
• Participants of any other mortgage assistance or forbearance program are not eligible until the expiration of the assistance or forbearance period.
• Must not be a current recipient of other federal rental assistance. Does not apply to Housing Credit properties without a rental subsidy.
• Landlord cannot be a relative.

A new program established to provide financial relief for government-financed (federal, HFA, or local) rental property owners who have experienced a loss of income resulting from the COVID-19 pandemic. A separate DC agency administers a set-aside for the program.

• Eligible properties are those financed with HFA, or other federal or local affordable housing funds
• No limit on household income for participation but must have occupied the unit since March 1, 2020
• Units with $2,500 maximum rent.
• Landlord/owner must forgive outstanding back rent not covered by the grant from April 1 through November 30, 2020.
• Households in covered units must not have been recipients of any other rental assistance program for the months for which assistance is provided under this program

• Rent arrearages

A new program established to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 120 percent of AMI.
• Must provide documentation showing their inability to make monthly payments.
• Liquid resources (i.e., combined checking and/or savings account) must not exceed $3,000. Other assets that are not readily available as cash are not considered when determining eligibility.
• Must not be a recipient of rental assistance programs such as Section 8.
