State HFA Emergency Housing Assistance Matrix

A new program established to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 80 percent of AMI.
• Must be current in rental payments and provide documentation showing loss of income beginning on or after March 1, 2020.
• Must not be receiving any other federal or state rental assistance.
• Must not be under an eviction order for non-payment of rent before March 11, 2020.

A new program established to provide financial relief for government-financed (federal, HFA, or local) rental property owners who have experienced a loss of income resulting from the COVID-19 pandemic. A separate DC agency administers a set-aside for the program.

• Eligible properties are those financed with HFA, or other federal or local affordable housing funds
• No limit on household income for participation but must have occupied the unit since March 1, 2020
• Units with $2,500 maximum rent.
• Landlord/owner must forgive outstanding back rent not covered by the grant from April 1 through November 30, 2020.
• Households in covered units must not have been recipients of any other rental assistance program for the months for which assistance is provided under this program

• Household income during the qualifying event must be at or below 80 percent of AMI.
•Must have had a job lay off, furlough, unpaid leave, and reduced work hours, including for those who are self-employed, those who have had a COVID-19 medical-related illness, or family care related to COVID-19, which resulted in job loss or reduced hours of work.
• Must be the property owner of record, and their property must be the mortgagor’s primary residence,
• Must have been current on mortgage prior to April 1, 2020.

• Must have notice to quit or eviction notice.

A new program established to provide financial relief for homeowners who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 120 percent of AMI prior to March 1, 2020.
• An adult member of household had a loss of income due to COVID-19 on or after March 1, 2020.
• Must reside in a property consisting of no more than two units, whose mortgage was current as of February 29, 2020, and the balance for which does not exceed $425,000.
• Must be for a first lien mortgage on a primary residence.
• The home mortgage lender must be willing to accept payments on mortgages that are delinquent or in active forbearance beginning on or after March 1, 2020.
• Must not have received other forms of COVID-19-related mortgage assistance.

A new pilot program in 19 counties established to provide financial relief for renters who have experienced a loss of income and are in eviction proceedings due to circumstances related to the COVID-19 pandemic. The program will be expanded statewide in January 2021.

• Household income must be at or below 200 percent of the Federal poverty level.
• Must have experienced a loss of income or increased household costs due to school closures or medical expenses attributed to COVID-19.
• Must be past due on rent and is at imminent risk of eviction due to the COVID-19 pandemic.
• Must be in eviction court proceedings and have full cooperation from the landlord.
• Must not be a recipient of any other rental assistance program for the same months of emergency assistance.
• The landlord must forgive outstanding late fees and penalties, and cannot pass court costs to the tenant.
• Rent cannot exceed 150 percent of Fair Market Rent (FMR).

A new program established to provide financial relief for renters who experienced a loss of income resulting from the COVID-19 pandemic and have experienced homelessness .

• Household income must be at or below 50 percent of AMI with priority given to households with income at or below 30 percent of AMI.
• Households are to be identified through the CoC’s centralized intake process with priority given to individuals at greater risk of contracting COVID-19, e.g., seniors aged 60 and older and individuals with underlying health conditions.

• Must be unstably housed, homeless, at imminent risk of homelessness, or fleeing domestic violence.

• The household must be a New Hampshire resident.
• The household cannot be receiving federal rental assistance or living in public or publicly-subsidized housing.

• Household income must be at or below 80 percent of AMI (applicants residing in tribal lands do not need to meet household income requirements to qualify for assistance).
• Must certify financial hardship related to COVID-19.
• Must have been current on housing payments as of February 28, 2020, and be able to provide documentation of past rent, mortgage, or other housing expenses
• Must not have received other forms of housing assistance for the same period.

A new program established to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 80 percent of AMI prior to March 1, 2020.
• Households that are unable to pay rent beginning on March 1, 2020.
• An adult member of household had a loss of income due to COVID-19 on or after March 1, 2020.
• Must have a current written lease agreement.
• Must not be a recipient of rental assistance such as Section 8.
• Must not have received other forms of COVID-19-related rental assistance.
• Landlord must submit their information during the application period, and waive all late fees and penalties.

An existing program that was expanded to provide financial relief for renters who have experienced a loss of income resulting from the COVID-19 pandemic.

• Household income must be at or below 80 percent of AMI.
• Household must have experienced a loss of income of at least 20 percent; had increased household costs of at least 20 percent beginning March 13, 2020, due to school closures or medical expenses; or had both a loss of household income and increased household costs due to school closures or medical expenses, for a loss of income that is at least 20 percent.
