NCSHA Statement Supporting House’s 21st Century ROAD to Housing Act

Published on May 15, 2026

WASHINGTON, DC — The National Council of State Housing Agencies commends House leaders from both parties for their work to develop a revised version of the 21st Century ROAD to Housing Act and encourages the House to pass the bill next week. The bill retains most of the bipartisan policies in the House’s prior version as well as the Senate’s version.

It also makes important improvements that result in an even stronger bill overall. In particular, the House bill scheduled for consideration next week adds reforms to rural housing programs, includes a home repair pilot program, and ensures single-family built-to-rent communities owned by institutional investors, including communities financed with the Housing Credit for low-income households, remain a viable source of critically needed supply.

“NCSHA has worked for months with housing leaders in both parties and chambers of Congress on the development of comprehensive housing legislation that would improve the HOME Investment Partnerships Program, allow banks to increase their investments in Housing Credit properties, preserve affordable housing in rural areas, and make other important enhancements to HUD and USDA affordable housing programs,” said NCSHA Executive Director Stockton Williams. “It’s time for Congress to send such a bill to President Trump.”
