280-Unit Affordable Housing Community Opens in Historic West Louisville Russell Neighborhood

FRANKFORT, Kentucky — Kentucky Housing Corporation (KHC) joined Mayor Greenberg, community leaders, and LDG Development yesterday to celebrate the opening of The Eclipse, a new affordable housing community located in Louisville’s historic Russell Neighborhood.

The Eclipse provides 280 high-quality 1-, 2-, and 3-bedroom homes for families earning no more than 80 percent of area median income. Nearly half of the units received project-based rent assistance through Louisville Metropolitan Housing Authority, making the community deeply affordable for tenants.

“The community development underway in West Louisville is a powerful example of how strategic investment can expand opportunity,” said Wendy Smith, deputy executive director of Housing Programs at KHC. “The Eclipse offers families access to quality, affordable apartments in a rich, historic neighborhood where momentum is building. These investments are shaping a future where more Louisvillians can thrive.”

The opening of The Eclipse builds on a broader transformation underway in Russell. Recent investments include the construction of the Norton West Louisville Hospital, which expands access to healthcare for residents, and the launch of the Sports and Learning Complex, which has hosted hundreds of world-class track and field events since opening in 2021. The Eclipse stands as a model of public-private partnership and place-based investment.

KHC invested $43 million in Tax-Exempt Bonds which translated to roughly $30 million in Low-Income Housing Tax Credit equity for the project.
