Victor Chiang has over 20 years of experience advising HFAs. Mr. Chiang provides a wide range of financial advisory services, including quantitative, investment, and liquidity consulting. He specializes in the best execution of new money and refunding bond structures, variable rate financing products, complex consolidated cash flow projections, capital adequacy studies, and rating agency consultation. Mr. Chiang graduated from Duke University with an A.B. in Economics and a B.A. in Public Policy Studies.

Nick has advised clients on the federal income tax aspects of tax-exempt and tax credit bond financing transactions involving pool bond issues under parity resolutions; hedges; securitizations; multifamily residential rental projects and volume cap recycling; single-family loan programs, including replacement refundings and loan participations; 501(c)(3) tax-exempt organizations; senior living facilities; and higher education facilities.
Benjamin Madorsky

Ben is the President and Chief Compliance Officer of cfX. He is an MSRB registered Municipal Advisor Principal. Prior to joining cfX in 2009, Ben worked in multi-family and mixed-use real estate development with Forest City Enterprises, and before that for Merrill Lynch/Bank of America in real estate investment banking. After joining cfX, Ben specialized in the structuring of single family and multifamily bond transactions. In 2017 he was named Chief Compliance Officer and in 2018, President. In those roles leads operations, strategic and regulatory endeavors. He holds an A.B. in Politics & Economics from Princeton University.

Denver Maw serves as the Director of Finance for Colorado Housing and Finance Authority. Denver joined the Authority in 2013 and most recently served as the Finance Manager, overseeing the Authorityโs debt issuance and administration. Prior to joining the Authority, Mr. Maw worked in the Capital Funding area of the City of Denverโs Finance Department. Denver graduated from the University of Utah with bachelorโs degrees in economics and political science. He continued his graduate studies in economics at the University of Utah and has taught various economics courses at undergraduate and graduate levels.
Erwin Tam

Erwin Tam serves as Director of Financing at the California Housing Finance Agency (CalHFA), appointed by Governor Gavin Newsom in September 2021. CalHFA is Californiaโs statewide affordable housing lender, committed to expanding access to homeownership and affordable rental housing for low- and moderate-income Californians. In his role, Erwin oversees the agencyโs financial strategy and operations, including the controllership, treasury and capital markets, financial planning and analysis, data analysis, budgeting, and financial risk oversight. Under his leadership, CalHFA achieved its highest credit ratings in its 50-year history, enabling the development and delivery of innovative housing solutions across the state.
John Wagner

John J. Wagner is a senior partner in the firmโs Omaha office and chair of the firmโs National Housing Finance Agency practice group. Mr. Wagner has been directly involved in the creation of 8 HFAs and the development of numerous new housing financings, including the first self supporting single family issue and the first floating rate single family financing. He currently provides bond counsel services to HFAs in 6 states and has worked with more than 30 HFAs as their counsel. He completed his education at the University of Nebraska (B.A., 1971, and J.D., with distinction, 1973).
