Room Reservation Policy
You must first register for the Legislative Conference with NCSHA before you can make a hotel reservation within NCSHA’s block. The registration confirmation email you receive will include the link you need to make a reservation online at the Hilton Washington DC National Mall The Wharf; call-in reservations are not available. Note: NCSHA has not authorized any third party to sell hotel rooms for this event.
Hotel rooms within NCSHA’s room block are for 2025 Legislative Conference registrants. Once registered, please do not reserve multiple hotel rooms or make reservations in the block for people who are not registered for the conference. NCSHA will review the hotel reservation list weekly and contact people found holding duplicate reservations or reservations without corresponding registrations. Failure to register within two business days thereafter will result in the cancellation of these reservations without further notice.

Transportation
Washington, DC, is served by these major airports:
- Ronald Reagan Washington National Airport (DCA)
- Dulles International Airport (IAD)
- Baltimore/Washington International Thurgood Marshall Airport (BWI)
If you are traveling from the East Coast, Amtrak into DC’s Union Station also is a convenient option.
The Hilton is located four miles from DCA, 30 miles from IAD, and 35 miles from BWI. The hotel does not offer airport shuttle service.
Taxi: Approximate fares are $20 from DCA, $75 from IAD, and $90 from BWI. Travel time and taxi fares will vary based on traffic.
Subway: The Hilton is located above the L’Enfant Plaza Metro Station, which is served by the Blue, Green, Orange, Silver, and Yellow lines.
From DCA, take the Blue or Yellow lines to L’Enfant Plaza; from IAD, take the Silver Line. From BWI, take MARC or Amtrak to DC’s Union Station, and then take the Red Line to Gallery Place and change to the Green or Yellow lines.
When exiting the Metro, follow the signs to “L’Enfant Plaza, D & 9th Streets.” At the top of the escalator, Starbucks will be on your right. Follow the red “Shops & Food Court” sign and then the “Hilton” signs through the food court. The last sign will direct you to the Hilton elevators, which will take you to hotel lobby.
Attire
Business attire is appropriate for all LegCon events and meetings with members of Congress and the administration.
Hotel meeting rooms can be chilly; we recommend bringing a jacket or sweater.
