House Republicans Announce New Members for Committees with Jurisdiction Over Affordable Housing Issues

With the House speakership now settled, House Republicans have begun announcing the new members who will join various committees in the 118th Congress, including the Appropriations, Financial Services, and Ways and Means committees, all of which are important to housers. With Republican control of the chamber, Republicans will add to the rosters on all committees, while Democrats will lose seats.

Appropriations

The Appropriations Committee oversees all discretionary spending, including funding for HUD and USDA housing programs. This Congress, the House Appropriations Committee will be chaired by Representative Kay Granger (R-TX) and its ranking member will be Representative Rosa Delauro (D-CT). Each served as their respective partyโ€™s leader on the committee in the last Congress.

Republicans joining the committee in the 118th Congress are Representatives Stephanie Bice (R-OK), Jerry Carl (R-AL), Juan Ciscomani (R-AZ), Michael Cloud (R-TX), Andrew Clyde (R-GA), Jake Ellzey (R-TX), Scott Franklin (R-FL), Michael Guest (R-MS), Jake LaTurner (R-KS), and Ryan Zinke (R-MT). Subcommittee membership has not yet been announced, so we do not know which Appropriations Committee members will serve on the THUD and Agriculture subcommittees.

Financial Services

The Financial Services Committee, which has jurisdiction over HUD program policy issues, will be chaired by Representative Patrick McHenry (R-NC), who served as the committeeโ€™s ranking member in the 117th Congress. Former Chair Maxine Waters (D-CA) will become the ranking member in the 118th Congress.

Eleven Republican lawmakers are joining the Financial Services Committee: Representatives Young Kim (R-CA), Dan Meuser (R-PA), Scott Fitzgerald (R-WI), Byron Donalds (R-FL), Andrew Garbarino (R-NY), Mike Flood (R-NE), Mike Lawler (R-NY), Erin Houchin (R-IN), Zach Nunn (R-IA), Monica De La Cruz (R-TX), and Andy Ogles (R-TN).

Ways and Means

The Ways and Means Committee oversees all issues related to taxation, including the Low Income Housing Tax Credit and Private Activity Bonds. Representative Jason Smith (R-MO) will chair the committee in the 118th Congress, replacing former Congressman Keven Brady (R-TX), who retired from the House. Smith, who won a contested race for the chairmanship, was a cosponsor of the Affordable Housing Credit Improvement Act (AHCIA) in the last Congress. Representative Richard Neal (D-MA), who chaired the committee in the 117th Congress and is also a strong supporter of the Housing Credit and Bonds, is now the committeeโ€™s ranking member.

Ten new Republicans will join the committee this year: Representatives Mike Carey (R-OH), Randy Feenstra (R-IA), Michelle Fischbach (R-MN), Brian Fitzpatrick (R-PA), Blake Moore (R-UT), Nicole Malliotakis (R-NY), Michelle Steel (R-CA), Greg Steube (R-FL), Claudia Tenney (R-NY), and Beth Van Duyne (R-TX). Of these, Moore, Feenstra, Fitzpatrick, Carey, and Tenney cosponsored the AHCIA in the last Congress. Once the bill is reintroduced, we will be working to re-up all previous cosponsors and add to that tally by urging all members โ€” especially new Ways and Means members โ€” to cosponsor in the 118th Congress.
