House Appropriations Subcommittee Considers FY24 HUD Funding Bill

The House Transportation, Housing, and Urban Development Appropriations Subcommittee considered Fiscal Year 2024 funding legislation on Wednesday, July 12, that would make drastic cuts to a number of Department of Housing and Urban Development (HUD) programs, including a $1 billion cut to the HOME Investment Partnerships program, a two-thirds reduction from the FY23 enacted level.

During opening remarks, Subcommittee Ranking Member Mike Quigley (D-IL) specifically cited the deleterious effects of the significant cut to HOME, noting it would result in a reduction of more than 66 percent of HOME resources in his home district in Chicago. Ranking Member Rosa DeLauro (D-CT) of the full committee also delivered comments, arguing the bill fails to meet the nationโ€™s housing needs, noting a shortage of 7.3 million affordable homes nationwide. โ€œGutting the HOME program . . . will only further squeeze housing supply,โ€ she said.

In addition to cuts to HOME, the bill would eliminate the Yes In My Backyard program, which received $85 million in FY23 to provide grants to jurisdictions that implement land-use and zoning reforms to expand affordable housing, and would prohibit HUD from implementing its proposed Affirmatively Furthering Fair Housing rule.

The bill was reported favorably by voice vote, with subcommittee members asked to reserve potential amendments until the bill is considered by the full committee, a date for which has not yet been set. Companion legislation is expected to be considered by the full Appropriations Committee in the Senate as early as the week of July 17.
