Job Description:
Florida Housing Finance Corporation is recruiting for a business professional to join our team as a Contract Administrator. This is a highly responsible position working under the direction of the General Counsel. It consists of performing procurement and contracting functions related to the solicitation and acquisition of outside services and goods, and supporting Florida Housingโs contracting processes in accordance with applicable laws, rules, and policies.
Position Summary
This position is responsible for managing functions related to the solicitation and contracting of outside services and goods. The position serves as Florida Housingโs point of contact for contracts and solicitations and works collaboratively with internal and external entities to carry out procurement activities. The incumbent exercises independent judgment under limited supervision in performing these functions.ย
Essential Duties and Responsibilities
- Procurement and Contracts (Primary Duties)
- Serve as Florida Housingโs point of contact for contracts and solicitations
- Ensure compliance with applicable state laws, administrative rules, and Florida Housing policies and procedures
- Draft contracts, Requests for Proposals (RFPs), Requests for Qualifications (RFQs), Invitations to Negotiate, and other solicitation documents
- Negotiate contracts and other solicitation-related documents
- Provide guidance to Florida Housing staff on procurement requirements and contracting processes
- Work with business units to develop, revise, and edit solicitations as needed
- Oversee bid openings and support Review Committee meetings and activities
- Maintain contract records and documentation, including correspondence, amendments, status reports, and other related materials
Training
- Develop training materials and tools for staff participating in contracting processes
- Conduct training for current and new employees on procurement requirements and procedures
Supervision
- Supervise assigned administrative staff
- Orient and train employees
- Oversee performance of job duties and prepare performance evaluations
- Develop work schedules and approve time records
- Identify training needs
Other Duties
- Perform other related duties as assigned
Knowledge, Skills, and Abilities
- Knowledge of procurement and contracting principles and practices
- Ability to interpret and apply laws, rules, and policies
- Ability to apply procurement requirements in coordination with legal and program staff to support consistent and defensible processes
- Strong analytical skills
- Effective communication skills, both written and verbal
- Strong organizational skills
- Ability to manage multiple assignments and meet deadlines
Minimum Qualifications
- Bachelorโs degree in a related field
- Prior work experience in a procurement or contracting setting
Preferred Qualifications
- Experience in a public sector or regulated procurement environment
- Experience working with or supporting a legal or General Counsel office
- Experience managing competitive solicitations
- Supervisory experience
Working Conditions / Additional Requirements
- Office-based work environment
- Occasional extended hours may be required

Salary and Benefits:
Anticipated hiring salary is $95,000 – $110 ,000 annually, commensurate with experience. Florida Housing provides a comprehensive benefits package including health, life, dental, vision, short and long-term disability insurance, and other miscellaneous programs. Paid vacation, sick and personal leave; 11 paid holidays; and 401/457 retirement accounts.
