Martin Muoto joins the CalHFA Board of Directors; Jim Cervantes and Preston Prince are reappointed

November 24, 2025 SACRAMENTO — The California Housing Finance Agency is pleased to welcome Martin Muoto, who was appointed by Governor Newsom as the newest member of the CalHFA Board of Directors, and thrilled to announce the reappointments of Member Preston Prince and Board Chair Jim Cervantes.

Muoto joins the Board as a representative from the developer/builder community, serving as Founder and CEO at Model/Z (since 2023) and Founder and CEO at SoLa Impact (since 2012), which was ranked as the largest developer in California by the National Multifamily Housing Council in 2024.

Before his current roles, Muoto was Senior Vice President of Sales and Strategy at Walz Group from 2006 to 2012; Founder and Principal at Accretive Partners from 1999 to 2005; Director of Research at General Atlantic Partners from 1996 to 1999 and held multiple positions at Gartner Inc from 1993 to 1996, including Research Analyst, Founder of Marketing, Knowledge, and Technology Practice and Research Associate.

“Mr. Muoto will bring great insight to the Board from his years of experience in multifamily development and his knowledge of the current industry environment,” said CalHFA Executive Director Tony Sertich. “I’m thankful that Mr. Prince, our longest serving Board Member, is staying with the Board to provide his perspective and that Mr. Cervantes will continue his great leadership.”

Cervantes has served on the CalHFA Board since 2022 and is also a City Councilmember for the City of Lafayette. He is retired from a long career in Public Finance and Affordable Housing, most recently as the Managing Director of Public Finance at Stifel Financial Corporation from 2011 to 2020.

In addition to serving on the CalHFA Board of Director since 2013, Prince has been the Executive Director of the Santa Clara Housing Authority since 2021 and held the same position at the Fresno Housing Authority from 2007 to 2021.

These positions require Senate confirmation, and the compensation is $100 per diem.
