NCSHA’s HFA Executive Directors Workshop this year comes at a critical time for state housing finance agencies and their partners.

  • Federal resources for affordable housing and related areas face the likelihood of significant cuts in the near term, which will force states and their HFAs to confront tough tradeoffs and optimize existing programs in new ways.
  • At the same time, states around the country are developing new policies and supporting innovation in response to their housing affordability needs, typically with the HFA at the center of the action.
  • And while the next year or two will force stakeholders into a largely defensive posture with respect to federal initiatives, there is growing interest among many in bigger, bolder ideas that could advance when the environment shifts — opening an opportunity for thought leadership HFAs are well positioned to provide.

This year’s workshop will focus on these three themes, with facilitated discussions among executive directors, complemented by presentations from industry leaders.

NCSHA staff will produce summaries of the takeaways and next steps in each area to inform continuing work over the next several months, all towards the goal of supporting HFAs in an uncertain period and ensuring HFA priorities continue to shape national policy as well a state-level responses to America’s housing affordability challenges.

The workshop also will include an HFA Executive Directors Forum, with open discussion on any and all topics that are top of mind for executive directors, and a federal policy update and strategy session during what will be a critical period for the tax bill, HUD and USDA appropriations, and deregulation efforts across the federal government.
