KHC Joins Celebration for 48-Unit Affordable, Permanent Supportive Housing Development in Henderson

FRANKFORT, Kentucky — Kentucky Housing Corporation (KHC) joined Gov. Andy Beshear and other dignitaries Friday, February 28, 2025, to break ground on Elevate Estates, a 48-unit permanent supportive housing project in Henderson.
This is the first project to break ground for graduates of the 2023 Kentucky Supportive Housing Institute, a five-month intensive training program in which experts in the development and operation of supportive housing teach the skills and knowledge needed to design and operate evidence-based supportive housing. The partners in Elevate Estates used the Institute to turn a concept into a competitive application for capital and other funding sources.
Julie Wischer, executive director of Elevate, the co-developer, said the Institute “transformed” the organization. “We have received an enormous amount of support,” she added, “which has really allowed us to grow and to deepen our involvement in our own community.”
The Corporation for Supportive Housing, which hosts the Institute along with KHC, will continue to provide technical assistance until the project is completed.
Elevate Estates will comprise two residential buildings with 48 units — 38 for those who are homelessness or at risk of homelessness and 10 for those with intellectual and developmental disabilities — and one communal building with a community room, communal kitchen, and more.
In addition to stable housing, residents will have access to supportive services, including job readiness, personal care, financial management, and transportation.
KHC invested $5.5 million in funding from the HOME Investment Partnerships Program, which provides assistance for low-income households, and $9 million from the HOME-ARP program, which supports projects that reduce homelessness and increase housing stability.
Elevate, formerly the Hugh E. Sandefur Training Center, a nonprofit dedicated to adults with intellectual and developmental disabilities, is working with co-developer Equal Development to build Elevate Estates.
Kentucky Housing Corporation, the state housing finance agency, was created by the 1972 General Assembly to provide affordable housing opportunities. As a self-supporting, public corporation, Kentucky Housing offers down payment assistance loans to assist first-time homebuyers obtain home mortgages, housing production financing, homeownership education/counseling, rental assistance, housing rehabilitation, and supportive housing programs for special needs populations.
