Housing Development Alliance Breaks Ground on First Home Funded by Rural Housing Trust Fund Dollars

FRANKFORT, Kentucky — When Housing Development Alliance Inc. says that “Housing Can’t Wait,” they mean it.
Today, Kentucky Housing Corporation (KHC) joined Housing Development Alliance Inc. (HDA) and local officials as HDA broke ground on the first home funded by Rural Housing Trust Fund (RHTF) dollars. It is the first of 32 projects they aim to complete with the $2.5 million they received less than three weeks ago when Governor Andy Beshear announced and later presented ceremonial checks to the nine recipients of the RHTF grants.
“We are proud to partner with organizations like Housing Development Alliance Inc., who are working quickly to address the housing need in Eastern Kentucky,” said Winston Miller, executive director and chief executive officer for Kentucky Housing Corporation. “Their leadership is transforming the region and reshaping their clients’ way of life.”
The RHTF was created in March 2023 by the General Assembly to rebuild Eastern and Western Kentucky communities devastated by the July 2022 flooding and December 2021 tornadoes. The legislation gave administrative responsibilities for the RHTF to KHC, which has since crafted program regulations and policies, convened the RHTF Advisory Committee, sought feedback from partners in Eastern and Western Kentucky, released a Notice of Funds Available (NOFA), reviewed applications, and awarded the first round of funds.
The $13.5 million awarded in late October will focus on building 115 new homes and repairing 45 homes for homeowners in select counties. Another round of funding will focus on rebuilding apartments in Western Kentucky.
Today’s house will provide a permanent home for a displaced flood survivor, Melissa, in the Blue Sky Subdivision. Visitors also got to tour a completed home in the development.

Housing Can’t Wait is an initiative created by Housing Development Alliance, HOMES Inc., Foundation for Appalachian Kentucky, Frontier Housing and Fahe to quickly address the housing crisis caused by the July 2022 floods in Eastern Kentucky. Together, the organizations are working to build 100 new homes to rehouse displaced and impacted Kentuckians.
