Leadership Changes at Kentucky Housing Corporation

FRANKFORT, Kentucky — Effective September 1, 2023, Tracy Thurston will become chief financial officer (CFO) and deputy director of finance and investments for Kentucky Housing Corporation (KHC), overseeing KHC’s finance, accounting, Single Family Programs and Loan Servicing departments. At that time, Jim Statler, KHC’s current CFO and deputy executive director, will transition to the role of senior financial adviser, working on strategic projects and serving as a resource to Tracy.

Jim’s contributions to the corporation cannot be overstated. For more than 11 years, he has guided KHC’s finances, ensuring it fared well in turbulent times as well as in good markets. His skill lies in his flexibility, analysis and forward thinking. Jim was always prepared for what challenges could arise, and no matter the hurdle, he found a solution.

Under his direction, KHC seamlessly exited the pension system. He oversaw the administration of the Unemployment Bridge Program, Hardest Hit Fund and COVID programs, including the current Homeowner Assistance Fund. He inspired confidence in KHC leaders, partners and governmental agencies and won praise for the stability, experience and ingenuity he brought to the corporation.

Jim joined KHC in 2011 as a loan servicing process analyst and was quickly elevated to senior director of loan servicing. He then became the CFO, overseeing financial operations, analysis, and financial strategies, as well as Single Family lending and servicing. Before KHC, he worked as a certified public accountant, chief financial officer and executive vice president for Kentucky-based companies in the banking and home finance industries.

For the last two years, Tracy has been working as senior director of financial management and training with Jim.

Tracy joined the corporation in 2014 as managing director of Corporate Planning and Accountability. There, she oversaw the corporate budget development, enterprise risk management, strategic business planning, project management, program funding and reporting and the state allocation plan.

She then transitioned to managing director of Multifamily Programs in 2017, where she managed all aspects of the department, including administering federal and state resources (Low Income Housing Tax Credits, HOME Investment Partnership funds, Affordable Housing Trust Fund dollars and tax-exempt bonds) for the production and preservation of affordable multifamily units. She established and negotiated the terms of complex financing transactions in addition to developing budgets, liaising with developers and funders, and securing service contracts for her departments and day-to-day operations.

Prior to joining KHC, Tracy served as the manager of financial stability for the United Way of the Bluegrass, director of the Section 8/Housing Choice Voucher program in Syracuse, New York, and a senior financial analyst for Quadel Consulting Corporation.

Her well-rounded experience and intimate knowledge of KHC and its programs make her perfectly situated to assume the CFO role and to continue the good work Jim began. To contact Tracy, email her at tmthurston@kyhousing.org.
