Les Warner

Mr. Warner has more than 30 years of experience working with CDBG, CDBG-DR, HOME, ESG, HOPWA and related federal requirements including the Uniform Relocation Act (URA). For over 15 years Les has served as a Senior Technical Specialist providing training and technical support in support of HUD programs and working directly with States and communities across the country. Prior to joining ICF, he served at the state level for over 20 years. In his role as the office chief for the Ohio Department of Development (ODOD) overseeing all HUD Office of Community Planning and Development (CPD) funding along with the state’s affordable housing trust fund, he worked to assist local communities to access federal and state funding to address local needs. He continues to work with communities to help them take a longer term, comprehensive approach and build the knowledge needed to identify opportunities to meet funding gaps by leveraging a combination state, local and private funding.
