Steve Lathom
Steve Lathom is a Senior Consultant for TDA Consulting, a leading provider of HUD training and technical assistance the lead provider under HUDās Community Compass technical assistance and capacity building program. Lathom has over 25 years of experience in affordable housing and community development. He provides a variety of services covering housing development, financial structuring, program design, training product development, and online and in-person training deliveries. He has delivered technical assistance for local and state housing agencies and the U.S. Department of Housing and Urban Development (HUD) under the HOME, CDBG, HTF, NSP, TCAP, LIHTC, and Section 1602 Tax Credit Exchange Programs.
Prior to joining TDA, Lathom spent over a decade working at the Michigan State Housing Development Authority (MSHDA). As a member of MSHDAās Loan Committee and Asset Review Committee, he reviewed and recommended action on all multifamily direct lending applications and contributed to ongoing policy development, participating in underwriting and restructuring decisions on hundreds of transactions since 2006. He also structured the Authorityās homebuyer development programs and was the primary author of Michiganās plan to implement the multifamily housing provisions of the American Recovery and Reinvestment Act (ARRA), particularly the TCAP and Section 1602 Tax Credit Exchange programs.
Lathomās experience also includes roles as the Executive Director of a nonprofit community development corporation and as a Community Development Planner for the City of Albion, Michigan where he administered all aspects of the Cityās CDBG Small Cities Homeowner Rehabilitation program and provided staff support to the Downtown Development Authority, Planning Commission, and Zoning Board of Appeals. He graduated summa cum laude from Albion College with a degree in American Social Policy and a supplemental concentration from the Gerald R. Ford Institute for Public Service
One of the foremost experts on HOME and the national Housing Trust Fund (HTF), Lathom has ongoing assignments from the HUD Office of Affordable Housing Programs supporting the rollout of guidance on both programs. He has also been a speaker and trainer for NCSHA, the Housing Assistance Council, the Affordable Housing Investorās Council, Novogradac & Company, NCDA, and others. He holds HUDās HOME Certified SpecialistāRegulations designation.
