David Greenblatt

David Greenblatt is an Associate Director with S&P Global Ratings’ U.S. Public Finance Housing Enterprises Group. David is the primary analyst for various housing bond issuers, including state housing finance agencies, public housing authorities and community development financial institutions. In that capacity, he performs credit assessments for primary market new issues and ongoing surveillance of existing ratings. David is also responsible for monitoring industry and economic trends, evaluating complex cash flow scenarios, and analyzing mortgage performance. In addition, he has been integral to the publication of several timely commentaries wherein S&P Global Ratings opines on key market-driven themes.

Before joining S&P, David worked for more than five years in the New Jersey Office of the State Comptroller’s Audit Division, where he provided program analysis and research to support performance audits and in-depth investigations. David earned a Master of Public Policy degree from Rutgers University’s Bloustein School, and a Bachelor of Arts degree in political science from The College of New Jersey.
