Rachel Madden

Rachel Madden joined MassHousing in 2018 as Chief Operating Officer and was appointed Chief Financial & Administrative Officer in 2021. In her role, Rachel oversees all financial, investing and cash operations, and manages the Agency’s financial position, investor relations, investment and cash management needs.

Under Rachel’s stewardship as CFAO, MassHousing has seen sustained growth in its core business lines and financial capacity, including 26.6 percent growth in total assets to over $7.5 billion; 53 percent growth in total revenues; and $6.8 billion in total affordable housing lending.

Rachel has held several leadership roles during her career in public service. As Undersecretary at the Executive Office for Administration and Finance for the Commonwealth of Massachusetts, she oversaw the development and implementation of a $40+ billion operating and $2.3+ billion capital budget. In addition, she served as the Director of Administration and Finance and Chief Financial Officer for the Massachusetts Water Resources Authority; Deputy Registrar at the Registry of Motor Vehicles; and Director of Field Operations for the Department of Revenue’s Child Support Enforcement Division.

Rachel has Bachelor of Arts from the University of Rochester.
