Melissa Grover

Melissa Grover has served at the Director of Government Affairs with the Pennsylvania Housing Finance Agency (PHFA) since September 2018, where she oversees both state and federal legislative matters. She first joined PHFA in May 2007 and has previously held other positions in both the Strategic Planning & Policy and the Government Affairs offices.

Prior to joining PHFA, she spent more than five years working for the Pennsylvania House of Representatives, ending her tenure as Executive Director of the Urban Affairs Committee. In that capacity, Melissa worked on a broad spectrum of legislation including housing issues, blight remediation, and current topics of importance to the Commonwealth’s cities.

Melissa is a graduate of The Pennsylvania State University with a degree in Public Policy.
