J.D. Bondurant

With over 20 years at Virginia Housing, JD Bondurant has served as Managing Director of Rental Housing Programs since 2023. In this role, he leads efforts to modernize the rental division, advancing strategic planning across loan origination, LIHTC, construction control, asset management, and compliance. He champions a culture of inclusiveness and professional growth, while driving equitable access to affordable housing for historically underserved communities.

As Director of Tax Credit Programs since 2016, JD oversaw the allocation of over $4 billion in housing tax credits, supporting the development of more than 40,000 affordable units across Virginia. He played a key role in shaping policy, including the creation of Virginia’s Housing Opportunity Tax Credit, helping position the state’s LIHTC program as a national leader. A strong advocate for innovative financing and preservation strategies, JD has been active in legislative efforts and national housing policy discussions.

J.D. has a bachelor’s degree from Emory and Henry College and a master’s degree from the University of North Carolina at Charlotte.
