Keith Garovoy

Keith launched Garovoy Compliance and Consulting (GCC) in 2004 after 14 years of working for a leading compliance consultant since 1987. For over 30 years, Keith has been directly involved in the tax credit industry. GCC audits approximately 22,000 units annually.

He designed the monitoring programs and oversaw all monitoring for 9 state HFAs (CT, MD, MA, SD, USVI, HI, NJ, VT, WY) that include 8823s.

He has:

• participated in the development of several “Best Practices,”

• co-authored four State Compliance Manuals

• consulted for several state Qualified Allocation Plans,

• and participated in the re-writes/updates of four HCCP exams.

Keith is a member of the Technical Advisory Group (to the National Association of Home Builders (NAHB) HCCP Board of Directors.
